    SUMMARY STATEMENT

     

    The Senior Public Health Advisor (SPHA) will serve as a technical advisor to the 21-person USAID Mali Health Team. S/he will provide high-level technical and programmatic guidance on a wide range of health areas including maternal and child health (MCH), reproductive health and family planning (RH/FP), malaria, nutrition, water and sanitation for health (WASH) and infectious disease prevention including HIV/AIDS. S/he will contribute to the strategic planning, development, implementation and monitoring and evaluation of program activities in order to achieve both the short-term and long-term results identified in USAID Mali’s Five-Year Health Strategy (2018-2023). S/he will also work with the Health Office teams including Health Services, Health Systems, Malaria and Program and Operations, as well as members of other Mission Program areas in identifying and operationalizing ways to maximize interventions across the portfolio, i.e., identifying opportunities for complementarities in health and education, food security, humanitarian assistance, governance, communication and economic growth through agriculture.

    The SPHA also provides technical guidance on the development and execution of the USAID Mission Health Office activities implemented by the collaborating agencies. S/he participates in the USAID process of programming allocated funding resources and helps to ensure that contractual and financial requirements are being met by implementing partners. S/he engages with a range of partners, such as US Private Voluntary Organizations (PVOs), local Nongovernmental Organizations (NGOs), Cooperating Agencies and private partners, including those activities funded through USAID/W, to help ensure that portfolio activities are consistent with the USAID/Mali Health priorities, USAID policy and practice, and that agreed upon results are being achieved. The incumbent helps ensure the communication flow between USAID public and private partners, and actively contributes to bringing the various actors together. S/he also engages with other donors active in the health sector and identifies opportunities for collaboration and coordination of interventions.

    The SPHA further supports the Health Team’s engagement with senior level Government of Mali (GOM) officials in planning, designing, and implementing public health activities of the health program, and with GOM partners and other stakeholders in planning and supporting institutional capacity development and policy advancement. This involves regular contact and collaboration with counterparts in the Ministry of Public Health and Hygiene (MOH)/National Health Directorate (DNS) including the National Director of Health, and the heads of the DNS divisions, and other government ministries and agencies. The SPHA will also support engagement with a wide range of civil society organizations, private organizations, other donors and international organizations (in particular UNICEF, UNFPA, The Netherlands, European Union, WHO), as well as other United States Government (USG) agencies working in public health in Mali.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

     

    TECHNICAL LEADERSHIP

    The SPHA keeps the Health Office updated on relevant health-related research, developments, and emerging issues, and formulates strategies and technical recommendations to improve program implementation. S/he drafts briefing papers, operational plans, reports, talking points, and other documents related to the health portfolio’s activities and issues. The SPHA also provides cross-cutting health support to other USAID Mali technical offices as needed. S/he will foster partnerships with a variety of internal and external stakeholders to advance health programming in Mali.

     

    MANAGEMENT OF ACTIVITY IMPLEMENTATION

    The SPHA will support the Health Office’s A/CORs and Activity Managers in monitoring the implementation and results of health activities. The SPHA will provide strategic technical guidance and advice to the Health Team A/CORs and implementing partners to ensure sound management of health interventions and provide recommendations for improvements that implementing partners can take to ensure they are achieving their results. The SPHA shall help review activity workplans, conduct monitoring site visits and evaluate deliverables provided by contractors and grantees, in accordance with USAID program management regulations and procedures and practices. S/he will review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to programs. At the same time, s/he helps to ensure that USAID/Mali health activities are complementary to the efforts of other donors and with the Malian Ministry of Health.

    PARTNER RELATIONSHIPS                                                                                                   

    The SPHA will establish and maintain productive collaborative relationships with a wide range of partners and stakeholders including senior and central divisions of the MOH and their Regional Health Teams, World Bank, Global Fund, WHO, UNICEF, other donors, and NGOs dealing with issues focusing on health. S/he will develop and maintain relationships with these partners and stakeholders in order to support the Health Team in ensuring that all USAID Mali health activities are complementary to other stakeholder efforts to enhance health impacts in Mali. S/he will participate in donor/GOM technical working groups and provide senior technical leadership in influencing the health sector in Mali.

    RESEARCH, EVALUATION AND LEARNING                                                                         

    The SPHA keeps the Health Office updated on relevant health-related research and helps craft and update the Health Office Monitoring, Evaluation and Learning Plan. S/he will help generate ideas and provide recommendations for new areas of USAID investment in primary and secondary research to broaden the evidence-base for data-driven programming in Mali.

    EDUCATION AND EXPERIENCE

     

    Minimum of a Master Degree in Public Health, International Health, or Social Sciences from a recognized institution and/or clinical qualifications. Educational specialization in child health, nutrition, newborn health, HIV or maternal and reproductive health is highly desirable.

     

    • Specialized experience in management of health programs is required. The incumbent will have at least 11+ years of progressively responsible experience in designing, implementing and managing public health programs and activities in developing countries, with a preference given to candidates with African experience, preferably in West Africa. Demonstrated technical leadership, program management, strategic planning, monitoring and evaluation, policy experience and problem solving skills working on complex projects are required

    • Experience with a wide range of health and broader health development issues such as program evaluation, gender, agriculture, livelihoods, democracy and governance, nutrition, and education.

    • Expert knowledge of program performance monitoring and reporting; procurement policies and procedures; strategic planning; and evaluation of programs/projects/activities.

    • Experience working for the USG or another international development organization or non-governmental organization in an overseas context, preferably in Africa.

    • Knowledge of the objectives and operations of the USG, or program activities of other international donor or non-governmental organizations, in Africa is highly desirable.

    • Must have proven ability to communicate quickly, clearly and concisely – both orally and in writing in

    • English and French at the FSI 4/4 or equivalent level. Demonstrated ability to make sensitive oral presentations logically and persuasively to senior USG and Government of Mali officials and other donors.

    • Excellent verbal communication skills, tact and diplomacy are required to establish and develop sustainable working relationships at the highest level and a high level of trust with public/private organizations. Verbal communication skills are also used to negotiate activity plans and resolve activity implementation issues with counterparts, partners and team members. Ability to communicate technical information to health and non-health audiences. Excellent written communication skills are required to prepare regular and ad hoc reports, activity documentation and briefing papers.

    • EXCELLENT COMPUTER SKILLS (MS WORD, EXCEL, POWER POINT, AND OTHER RELEVANT SOFTWARE) ARE REQUIRED FOR EFFECTIVELY OPERATING IN THIS POSITION
