    THE POSITION IS CONTINGENT UPON CONTRACT AWARD.

     

    SUMMARY:

    IAP is seeking a Maintenance and Training Long Range Scheduler, based out of Bahrain, to update and maintain CNO availability schedules for review and discussion on daily basis as required to align and support ships operational schedules, modernization installations, overhaul polices, and port shipyard workload capacities.

     

    ESSENTIAL JOB FUNCTIONS: (NOT LIMITED TO DUTIES AS DESCRIBED – PERFORMS RELATED DUTIES AS REQUESTED)

     

    • Update and maintain ship Chief of Naval Operations (CNO) availability schedules for review and discussion on daily basis as required to align and support ships operational schedules, modernization installations, overhaul polices, and port shipyard workload capacities.
    • Manage CNO availability schedule change proposals through chop chain for concurrence prior to message release.
    • Review message traffic for requests to change CNO availability dates, messages that impact or affect CNO availability planning or execution, or messages that deal with long range maintenance planning which should be brought to attention of others in the N43 directorate. Disseminate CNSL sent CNO messages on CNO availabilities.
    • Participate in Long Range Maintenance Planning (LRMP) discussions and decision-making processes to represent surface ship scheduling interests, this includes Surface Master Plan (SMP), Availability Duration Scorecard (ADS) review, and CNSL instruction review and rewrite.
    • Participate in Fleet Forces Command (FFC) and NAVCENT schedule review process.
    • Coordinate with other CNSL N43 personnel on changes to CNO availability execution that have potential to impact CNO availability duration and require schedule change. Coordinate with CNSL N43 and CNSL N3 personnel on potential operational impacts or scheduling concerns relative to accomplishing TYCOM maintenance objectives.
    • Provide as needed communication with the Regional Maintenance Centers (RMCs), System Commands (SYSCOMs), Fleet Forces, Commander Surface Forces Atlantic (CNSL), Commander Surface Forces Pacific (CNSP) and Naval Shipyard maintenance schedulers using official naval message traffic, e-mail correspondence, scheduled meetings and various conferences to ensure short term CNO maintenance availabilities align to port workloads and drydock availability’s. Disseminate any RMC or CNSP provided CNO availability schedules as designated.
    • Act as liaison with points of contact from Chief of Naval Operations (OPNAV), U.S. Fleet Forces Command (USFFC), NAVCENT, CNSL, and SYSCOM staffs to ensure long term schedules support Global Force Management (GFM) and OPNAV N43 Capability Plan timelines.
    • Review instructions or guidance that are concerned with or connected to CNO availability schedules, duration or planning. Provide recommendations for changes or corrections as requested.
    • Develop and manage integrated, long range training plans for coordination of CNSS-5 and outside organization resources through completion of Basic Phase and certification validations.
    • Routinely meet with scheduling entities from operational task force elements to facilitate efficient resource allocation.

    EDUCATION & EXPERIENCE: (OR EQUIVALENT)

    •    BA or BS degree can be substituted for experience
    •    One year of experience in scheduling operational or training activities for US Naval vessels
    •    Three years of experience in scheduling maintenance activities for US Naval vessels
    •    Minimum of ten years of active Naval service     
    •    Proficient with reading and writing Naval Messages, including use of CMP program.  
    •    Proficient with Microsoft Office, especially Word and Excel.
    •    Working knowledge of Surface Force OFRP cycle and Maintenance Availability requirements.

    TRAVEL

    Position is based 100% in Bahrain. Estimated travel from Bahrain will be to government sites including, but not limited to Norfolk, VA, San Diego, CA or Mayport, FL to attend conferences, as needed.
