The Program Manager is the Chief Administrator for Alutiiq who is responsible for the overall supervision, management and evaluation of all personnel assigned to the NASA Goddard Space Flight Center’s (GSFC’s)/Alutiiq contract. With full authority to act on behalf of Alutiiq, from his/her office at the NASA Goddard Main Campus (GB), he/she will accomplish this by planning, directing, and organizing any and all facets of Alutiiq’s contractual responsibilities.
PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
- Providing technical and management direction for personnel working under contract
- Organizes, directs, and manages contract operation support functions, involving multiple complex and inter-related project tasks.
- Manages teams of contract support personnel at multiple locations
- Interfaces regularly with clients
- Meets with customer and contractor personnel to formulate and review task plans and deliverable items
- Ensures conformance with program task schedules and costs
- Establishes and maintains technical and financial reports to show project progress to management and customers, organizes and delegates responsibilities to subordinates.
- And all other duties as assigned.
Required Skills
REQUIRED QUALIFICATIONS:
- Must possess a Bachelor’s Degree from an accredited university or college in Public Administration, Business Administration, Criminal Justice, Contract Management, Security/Law Enforcement Management, or related fields.
- A combination of experience and education in Law Enforcement and or Security Support services totaling fourteen (14) years or more may be substituted for a Bachelor’s degree and the required ten (10) years of experience.
- Top Secret Clearance required.
REQUIRED EXPERIENCE:
- Expert knowledge in all phases of current security technology as well as a broad working knowledge of the state of the art
- Program management techniques including but not limited to management principles ranging from conceptualizing, preliminary planning, design, project development, and understanding of cost and control measures to include budget development and cost saving methodologies.
- Ten (10) years of civilian/commercial or Government experience of which at least the last eight years of experience is security related.
- Five years of experience managing a project of similar scope, size and complexity to this Contract.
- Should have experience in labor relations
