    POSITION OVERVIEW:

    Provides Management Planning expertise in support of Bid and Proposal efforts. The SME is required to integrate program management, engineering, logistics, and other managerial disciplines to attain objectives. The SME is required to work within the company’s processes and methodologies and be experienced in communicating with other contractor partners to develop solutions.

    Under the supervision of the Director of Bid and proposals, the SME serves as a contributor/content developer and primary editor of assigned proposal sections or areas of content. The SME must be able to work within strict timelines and within the parameters set forth by the Director, Proposal Manager, and work with the proposal management team.

    PRIMARY DUTIES AND RESPONSIVITIES:

    • Analyzes RFPs, compliance matrices, and outlines.
    • Works per proposal schedules, review cycles, and action items list.
    • Must be willing to conduct meetings if needed and assigned.
    • Interviews experts to gather knowledge and information to support proposals.
    • Participates in strategy discussions/decisions.
    • Works in concert with operational and capture management teams.
    • Properly documents and archives all proposal material within purview.
    • Translates technical and/or management data into meaningful customer value propositions.
    • Proofreads and edits material submitted by others to ensure a quality document is being distributed to reviewers and ultimately the customer.
    • Other duties as assigned.

    Required Skills

    REQUIRES QUALIFICATIONS:

    • Thorough understanding of Government contracting processes and procedures.
    • The skill to independently define, schedule, and manage work assignments.
    • Minimum of fifteen years Government proposal experience.
    • Demonstrated experience with Federal Government competitive proposal/contracting processes.
    • Demonstrates strong proposal writing skills.
    • Experience in authoring, editing, and reviewing of government proposals.
    • Possess excellent writing skills for both technical and management-focused content.
    • Excellent time and resource management skills.
    • Outstanding communication skills (written and oral).
    • A moderate working knowledge of Microsoft Office Suite to include Microsoft Office 365, MS Word, MS Excel, SharePoint, Outlook, Skype for Business, Visio, and MS Project.
    • A demonstrated ability to develop and implement winning strategies.
    • Basic knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR) and related federal regulations.
    • Knowledge of various government contract types such as: Time and Materials (TM), Firm Fixed Price (FFP), Cost Plus Firm Fixed (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ).
    • Possess strong presentation and communication skills.
    • Possess excellent interpersonal skills.
    • Ability to conduct research and generate original content.
    • Ability to be flexible and adaptable while maintaining and exhibiting excellent attention to detail.
    • Ability to work with people at all levels of the Company.
    • Ability to support fast pace and changing schedules.
    • Flexibility to work non-traditional hours when necessary in an often stressful, deadline-oriented environment.

    REQUIRED EXPERIENCE:

    • MBA, Management.
    • BS, Computer Information or Engineering related field.
    • Minimum of 15 years Government contracting experience.
