    SUMMARY:

    IAP is seeking a Project Manager to assist manage the Navy’s “Maintenance University” 3-M training program. In addition to assisting the Program Manager, the candidate will also perform as a Sr. Instructor to perform training and provide briefs to raise awareness and the knowledge level critical to maintenance management or execution for support of material condition readiness of US Navy surface ships of COMNAVSURFLANT and COMNAVSURFPAC.

     

    ESSENTIAL JOB FUNCTIONS: (NOT LIMITED TO DUTIES AS DESCRIBED – PERFORMS RELATED DUTIES AS REQUESTED)

     

    AS PROJECT MANAGER, THE CANDIDATE SHALL:

    • Assist the Program Manager in the overall performance of the task order, personnel supervision, timeliness and accuracy of deliverables, and correction of any real or perceived problem areas.
    • Be responsible to ensure that all training courses are consistent across all training sites being supported.
    • Provide process improvement recommendations to TYCOM staff on maintenance and leadership areas.

     

    AS A SR. TRAINING SPECIALIST (SR. INSTRUCTOR) THE CANDIDATE SHALL

    • Provide training to more senior naval personnel and civilians on naval maintenance staffs.
    • Provide process improvement recommendations to TYCOM staff.
    • Provide training at the Senior Officer level (often 0-5 and 0-6 audience) and ship's wardrooms.
    • Provide training to Port Engineers and other shore management personnel such as Availability Work Package (AWP) managers as well as Type Desk Officers and Type Desk Assistants.
    • Effectively communicate and serve as an instructor and mentor to senior officers and senior civilian maintenance management

     

    PARTICIPATE IN COURSE DEVELOPMENT AND PROVIDE TRAINING IN THE FOLLOWING COURSES:

    • Provide Work Center Supervisors with the training to understand and use the maintenance assessment process, document assigned equipment conditions, plan and execute ships force corrective maintenance, and track corrective maintenance assigned for accomplishment by off ship activities. Address the importance of the Current Ships Maintenance Project (CSMP) and how it can be utilized on the work center level to plan and prioritize work, including the use of preventive maintenance scheduling tool (SKED).
    • Provide ship Leading Chief Petty Officer (LCPO) training to be more efficient and effective in the oversight and management of shipboard maintenance. Provides guidance on how to plan for Chief of Naval Operations (CNO) Availabilities and Continuous Maintenance Availabilities (CMAVs), and manage the ships 3-M Program, including the use of SKED.
    • Provide Division Officers with training on Navy maintenance policy and processes, Navy maintenance and ship organizations, the 3-M Program, and maintenance availability planning and management at an introductory level
    • Provide the ships 3-M or Maintenance Coordinator training on the Navy maintenance organizations, ashore and afloat, Navy maintenance policies, and the current maintenance processes. Review the 3-M System from both the PMS and MDS aspect. Provide in-depth review of both SKED and Organizational Maintenance Management System-Next Generation (OMMS-NG), requirements and best practices as it pertains to 3-M operations and management, and the 3-M Certification elements by topic area. Provide guidance on how to manage Maintenance Availabilities and the ships 3-M Program.
    • Provide Availability Planning (Ward Room and CPO) to Officers and/or Chief Petty Officers on CNO availability planning and preparation efforts focused on ships force responsibilities, ensuring students understand the essential elements needed to properly prepare for a CNO availability and are aware and tracking important milestones leading up the CNO Availability.
    • Provide shipboard training to Officers, Chief Petty Officers, and Work Center Supervisors (WCS) that focuses on ships force responsibilities during CNO Availability execution and availability closeout, ensuring students understand the essential elements needed to properly commence a CNO availability and are aware and tracking important milestones starting and proceeding through a CNO Availability, including the Shakedown Phase following the CNO Availability.
    • Provide training and guidance to ships force on the correct procedures used to construct and complete a work candidate that is technically correct and valid for submission to the Waterfront Maintenance Team. Highlight what makes a good 2-Kilo and why the 2-Kilo is the foundation document for accurate shipboard maintenance.

     

    EDUCATION & EXPERIENCE: (OR EQUIVALENT)

    • At least 20 years experience in the United States Navy as senior officer and achieved the rank of O-6
    • Have had Command of at least one United States surface ship
    • Spent a minimum of two years on an Echelon III or higher U.S. Navy surface ship staff
    • Two years minimum experience at a Major Command level
    • Demonstrate working knowledge of and recent (within last three years) experience with current Fleet maintenance policies, processes, programs, and initiatives.
    • Must have a BA/BS degree.
    • Have shipboard and staff experience in officer leadership roles in material condition readiness in order to be credible as subject matter expert, with relevant background, to intended target training audience
    • Experience providing training at the Senior Officer level (often 05 and 06 audience) and ship's wardrooms.
    • Experience in shore management programs to provide training to Port Engineers and other shore management personnel.
    • Experience providing process improvement recommendations to TYCOM staff
    • Recent experience (two (2) years within last five (5) years as instructor related capacity for surface Navy maintenance subject matter) integrating maintenance management AIS tools into billet/level based materials that address execution level of detail for each shipboard and support role
    • Recent (within last five years) experience conducting technical briefs at all levels of shipboard and ashore maintenance

     

    LICENSE & CERTIFICATIONS:

    • Master Training Specialist (Desired)

     

    KNOWLEDGE & SKILLS:

    • Broad experience in shipboard systems and material condition assessment.
    • Able to effectively communicate and serve as an instructor and mentor to senior officers.

     

    TRAVEL: Some travel (<20%) travel is anticipated
