  • Responsibilities

    Provides technical, consultative and administrative services across a broad range of functional disciplines to assist the customer in effectiveness and efficiency of military and/or intelligence-related operations, resources and programs.

    Principal Duties and Responsibilities (*Essential functions)

    • Conducts analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature. Provides all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
    • Provides requisite expertise and assistance in the creation of collection strategies, postures, and plans in order to meet USCYBERCOM Intelligence and information gaps. Possesses experience, is knowledgeable in all source intelligence collection management systems, databases and processes (e.g. SIGINT, HUMINT, MASINT, CI, OSINT, IMINT, GEOINT, TECHINT) and be familiar with USCYBERCOM and subordinate organizations’ structure, role, and command relationship. Crosswalks tactical requirements to strategic objectives.
    • Assists in validating, coordinating, drafting, submitting, and maintaining formal USCYBERCOM Cyber Intelligence requirements and information requests through USSTRATCOM to the Intelligence Community. Uses intelligence collection and requirements tools and databases, to include Coliseum, HOTR, NHRTC, and OSCAR-MS.
    • Participates in strategic boards, bureaus, committees, centers, and working groups (B2C2WG) in order to effectively assist in the planning of standing and ad hoc collection efforts, de-conflict and coordinate Intelligence and information needs and requirements that cross organizational boundaries, and facilitate joint collection efforts at the strategic and operational levels.
    • Assists in managing requests for collection operations. Coordinates asset and resource availability. Develops operational plans to satisfy intelligence requirements. De-conflicts time sensitive requirements among mission partners in collaboration with USCYBERCOM J2 personnel as needed. Assists in the planning and management of organic collection assets through the Intelligence, Surveillance, and Reconnaissance planning process.
    • Coordinates non-organic collection activities supporting USCYBERCOM. Validates, de-conflicts, and consolidates Intelligence requirements for operationally controlled (OPCON) service cyber components and Cyber Mission Forces (CMF). Develops, revises, and maintains the Command Priority Intelligence Requirements as well as support the collection planning of Intelligence Planning Teams and other operational planning groups within the command. Provides subject matter and technical expertise in GEOINT Information Management Services (GIMS) for the development and sustainment of a GEOINT collection requirements portfolio and associated management function within the JIOC.
    • Understands J2’s role in executing USCYBERCOM’s collection management authorities as governed by delegated SIGINT authorities and how those authorities are extended to the CMF via tasking and guidance in accordance with mission alignment. Develops Collection Management strategies for USCYBERCOM’s JFHQ-Cs and CNMF-HQ and collaborate with NSA for appropriate mission alignment.

    Required Skills Required Experience

    Combination of any of the following:

    • Master's Degree in a related field and 15 years of related experience
    • Bachelor's Degree in a related field and 17 years of related experience

    Possesses experience, is knowledgeable in all source intelligence collection management systems, databases and processes (e.g. SIGINT, HUMINT, MASINT, CI, OSINT, IMINT, GEOINT, TECHINT)

    Former military officer, warrant officer or NCO, training instructor or other related role in direct support of military operations

    Working knowledge of desktop applications including word processing, spreadsheet, and database software packages

    TS/SCI Required

  • Qualifications

    REQUIRED EDUCATION AND EXPERIENCE:

    • Bachelor of Science in Chemistry or Related Physical Science (Physics, Material Science, etc.)

    Experience using

    • FTIR spectrometers, FTIR microscopes and X-Ray spectrometers 

    • Gas Chromatographs  equipped with Gas Sampling Valves and with TCD and HID detectors

    • Material / Mechanical Testing equipment (e.g., hardness)

    • Examination of samples by optical microscopy – performs digital imaging processing, surface mapping and topographical feature analysis

    • Knowledge and hands on experience in scanning electron microscopy and in failure analysis techniques is a definite plus

    • Skilled in operating and calibrating analytical laboratory instrumentation and in preparing primary and secondary chemical standards to determine trace impurities in solvents, hydraulic fluids, etc.

    • Knowledge and interest of chemistry and in analytical lab processes.

    • Ability to work independently as well as in a team setting

    • Prepare detailed lab reports with data that supports conclusions

    • Capable of handling multiple projects and meeting deadlines (e.g. unplanned overtime)

    • Excellent written, verbal and interpersonal communication

    • Efficient computer skills, including knowledge of the Microsoft software suite – image processing (combining and editing multiple image signals)

    • Professional knowledge of chemical principles, theories, practices, and established methodology sufficient to perform chemical analyses on a wide variety of samples.

    • Work with management and peers to help drive improvements in quality,  lab performance and efficiency.

    • Must be able to pass and maintain the NASA background check.

    Must be able to lift and carry 40 lbs without assistance. Position requires fine motor skills.

      

    PREFERRED EDUCATION AND EXPERIENCE

    • Two years of directly related experience working in an analytical laboratory
