  • Responsibilities
    • Provide Program Support Services for the Uniform Business Office Division in the Resource Management Department (Comptroller) U.S. Naval Hospital Guam.
    • Provide support services for coordinating, processing and organizing billing insurance and reimbursement, billing non-eligible civilian patients, and processing Interagency bills for Veterans Administration for medical services provided.
    • Shall work side-by-side with GS employees, and provide variety of support.
    • Shall attend meetings and providing updates on current status of projects and funds.
    • Analyze customer’s needs and assess programs performance and objective.
    • Providing continual maintenance of an internal mechanism/spreadsheet that tracks the status of all billable encounters as provided by the UBO Manager or equal;
    • Ensuring that all related encounters with disclosed health insurance coverage are effectively billed to insurance companies within 10 days of the admission/discharge generating on applicable ABACUS reports;
    • Conducting follow up to guarantee that the insurance company either makes payment or provides formal explanation of benefits for all claims;
    • Working with insurance companies to re-bill claims with appropriate corrections, supporting documentation, or to file appeals to ensure payment;
    • Ensuring all billable encounters are submitted to CRS within 60 days of the date of admission/discharge;
    • Preparing all necessary paperwork for filing accounts with CRS and debt with Artiva Program.
    • Working with customers over the phone and at the service window to educate them Naval Hospital Guam billing process and their responsibilities;
    • Communicating with insurance companies in pursuit of successful collection of payments;
    • Working with UBO leadership to develop and continuously improve processes in order to meet the above program requirements;
    • Quality checking work performed by other contract or GS staff;
    • Creating and running reports in Military Health System billing and related software programs.
    • Assisting staff members with the cleanup of aged outstanding accounts by preparing account packages and other required process to satisfy policy requirements as set by BUMED;
    • Completing necessary training;
    • Managing a share point file including building and developing excel spreadsheets and other documents to more effectively run billing programs;
    • Helping develop written communication (letters, brochures, memos, etc.) to improve education and communication with customers, insurance companies and staff;
    • Working flexible hours to include working from 6:00AM-4:00PM as needed for calling numbers in the United States of America.

    Required Skills

    • Possess professional knowledge of customer relations programs and customer conflict resolution techniques.
    • High School graduate or equivalent with courses in typing, filing, office methods, and business English.
    • One year experience in medical general office environment required.
    • Be able to speak, read, write and understand the English language fluently.
    • Experience in a healthcare facility, and knowledge of the military health care system.
    • Knowledge of the Armed Forces Billing and Collection Utilization Solution (ABACUS)
    • Knowledge of the Composite Health Care System (CHCS).
    • High-level self-starter with demonstrated technical experience in medical billing.
    • Ability to provide information and assistance to eligible beneficiaries based on in-person, written, or telephone inquiries.
    • Keyboard skills in typing and computer word processing, use of various Microsoft programs, database management for monitoring, and graphics software for designing audio-visual training aides.
    • Skill in operating computers, scanners, copiers, printers, fax machines, and
    • E-mail in a work processing/data transcription mode. Knowledge of grammar, spelling, punctuation, and formats.
    • Knowledge in correspondence handling procedures.
    • Knowledge of medical terminology.

    Required Experience
