  • Responsibilities

    SUMMARY:

     Coordinates the preparation and submittal of responses to Request for Proposals (RFPs) and a variety of market surveys [e.g., Requests for Information (RFI), Sources Sought (SS)] for a wide range of Government contracts

     

    ESSENTIAL JOB FUNCTIONS: (not limited to duties as described – performs related duties as requested)

    • Manage the full range of proposal life cycle activities from pre-RFP bid approval through contract award
    • Analyze solicitation documents; develop proposal management plan, compliance matrix, proposal outline, schedule, themes and discriminators
    • Manages a diverse group of subject matter experts with competing priorities and drives process to completion
    • Manages the technical, management and past performance volumes/sections
    • Provides proposal coordination support to include managing data requests, technical experts and subcontractors; development of templates for data collection; and ensuring schedule adherence
    • Uses extensive proposal experience to provide production support, including desktop publishing, reproduction coordination, and quality control checks 
    • Supports development of Capture Plans for upcoming proposal efforts, to include intelligence/data collection, win strategy development and integration, and proposal resource requirements planning
    • Develops and produces other technical and marketing materials, and maintains boilerplate and proposal libraries
    • Orchestrates Corporate staff assistance needed to complete the bid with inputs, data, text, or writing support from Business Support Functions (HR, IT, Finance, Safety, Security, Internal Audit, Service Center), or other staff functions as needed 
    • Ensures accuracy and adequacy of final work product, including in-process and final reviews, editing for compliance with applicable standards, validation and change verification, and Company Style Manual.  Ensures that there are no inconsistencies between cost and technical volumes
    • Organizes complete proposal schedule for the initial submission, follow-on orals presentations, questions and answers discussions, amendments or change pages, modifications, and Final Proposal Revisions (FPRs) 
    • Develops/Coordinates Color Team reviews (as necessary) and prepares proposal team for the review and internal evaluation of the proposal.  Ensures appropriate Color Team comments are incorporated in the final proposal.
    • Coordinates with Proposal Production to complete final production/packaging/delivery of proposal documentation.

    LEVEL OF SUPERVISION: Works independently to lead the opportunity to completion; garnering assistance from the Business Support Functions, P&E, Proposal Specialists and Proposal Production as needed

     

    EDUCATION & EXPERIENCE:  (or equivalent)

    • Bachelor’s Degree PLUS Five (5) years’ of relevant experience with proposal development, management, and writing required.
    • Experience in federal procurement, federal contracting, and business development highly desirable.
    • Experience in commercial procurement and business development also desirable.
    • Experience in large-scale environmental, architect-engineering, or construction industry highly desirable.

    LICENSE & CERTIFICATIONS: APMP Foundation Level certification, preferred

     

    KNOWLEDGE & SKILLS:

    • Solid understanding and working knowledge of Government RFP all sections
    • Expertise in Microsoft Office Suite of Products (e.g., Word, Excel, PowerPoint). Experience and knowledge of Adobe Illustrator and other graphic programs considered highly favorable
    • Requires strong interpersonal skills and ability to develop, nurture, and build internal and external relationships with a wide variety of professionals to guide proposal teams towards successful, productive outcomes
    • Must be detail oriented and have excellent organizational skills with self-directed ability to prioritize workload and manage multiple projects and priorities
    • Requires superior written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing, and proofreading skills, with an emphasis on the presentation of complex technical material in a meaningful manner to the layperson
    • Ability to make decisions, solve diverse problems, exercise good judgment, and work effectively under pressure

     

    TRAVEL: Potential for 20% travel to accommodate proposal coordination efforts to IAP operational and client locations as required

    SECURITY CLEARANCE: SECRET [or ability to obtain clearance]
