PROGRAM MANAGER - OCONUS
Duties and Responsibilities:
The Program Manager acts on behalf of the Contractor on all contract matters relating to the daily operation of this contract. The Program Manager is responsible at minimum for the following:
- Be physically present in their respective theater
- Oversight of all contract personnel in their respective theater
- Ensuring all SOW requirements are met
- Ensuring continuity of support during Contractor personnel changes; Interfacing with the KO and Government leadership
- Reviewing in-country business practices, resources, procedures, and methods to improve operational effectiveness , utility, and efficiency;
- Overseeing the Contracts Environmental, Health, and Safety functions, ensuring that all safe work practices are being followed;
- Overseeing the coordination of work priorities and monitoring of methods, procedures, and programs
- Overseeing the monitoring and inspecting of maintenance, repair, and service operations for quality control and contract compliance
- Seamlessly coordinate in theater operational issues with corporate program support staff Required:
- A bachelor's degree in business management or engineering, from an accredited university, 12 years' experience in management-level positions of responsibility and complexity similar to the scope. If the candidate has a bachelor's degree in another field, then the candidate must have 20 years' experience in management-level positions of responsibility and complexity similar to the scope.
- Personnel management experience with excellent oral and written communication skills
- Basic computer skills (MS Word, MS Excel, MS Access, PowerPoint and Lotus Notes)
- Experience working with the DoD, DoS, and IC.
- Possess a Top Secret-P security clearance
- OCONUS based
Desired:
- Experience either as a PM or DPM for global life support services for O&M, billeting, food services, motor pools, procurement, logistics, and construction functions in third world countries.
- Project Management Professional (PMP) certification or demonstrated capability in cost controls, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, Contractor dispute resolution, and leadership.
- Experience working with or managing LN and TCN service employees working in volatile Third Work environments(s).
