    THIS POSITION IS CONTINGENT UPON CONTRACT AWARD.

    SUMMARY:

    IAP is seeking a Knowledge Manager, based out of Bahrain, to provide technical support as required to analyze, develop, update, and validate all class specific mission area assessments, training and certification standards for Commander, Naval Surface Force, Atlantic.  

     

    ESSENTIAL JOB FUNCTIONS: (NOT LIMITED TO DUTIES AS DESCRIBED – PERFORMS RELATED DUTIES AS REQUESTED)

     

    • Develop knowledge management and information sharing processes.
    • Serves as the Knowledge Management transformation/change agent and champion the KM process to improve knowledge sharing, actionable knowledge, mutual understanding, and collaborative decision-making. DOD's tenets of Network-Centric Warfare call for improved information sharing, enhanced quality of information, shared situational awareness, and collaboration that will result in increased mission effectiveness.
    • Advises and brief senior leadership, develop KM strategies, establish requisite practices, identify necessary resources, and monitor project progress to ensure that goals and objectives are satisfied.
    • Identifies Government and commercial KM best practices; establishes methodologies to incorporate best practices with the subordinate commands and champions the use of virtual teams, mentorship, Communities of Practice (CoPs), subject matter experts, and other KM techniques and technologies.
    • Develops strategies to stimulate tacit and explicit knowledge exchange and implements processes for identifying and incorporating formal lessons learned and informal tips, insights and experience, between and within both the institutional and operational force.
    • Participates in command and staff calls, conferences, and other selected meetings in order to ensure the customer is supported in concert with the Command's knowledge requirements
    • Promotes customer KM vision and goals by presenting briefings as required; and serves as a liaison with other agencies and industry to facilitate the leveraging of world-class knowledge practices.
    • Assists leadership in achieving organizational goals and missions; fosters cultural change; provides recommendations/options to institutionalize KM; educates leadership and employees about KM and its benefits; serves as communicator and champion for KM; and represent cutomer leadership at internal/external KM meetings.
    • Manage and oversee the Commander's decision cycle through development, modification, and execution of the command battle rhythm (steady state and crisis).
    • Analyzes and evaluates the methodology and impact of the KM program on the missions of the command. The work involves identifying and developing ways to utilize KM concepts and techniques to accomplish the principal program goals.
    • Coordinate with ST1 Metrics, and ST1 Lessons Learned POCs to leverage existing metrics in support of making improvement recommendations.

     

    EDUCATION & EXPERIENCE: (OR EQUIVALENT)

    • Minimum of five (5) years of experience in data analysis for complex projects OR BA/BS in related field.

    • Extensive knowledge and experience with Knowledge Management concepts, processes, practices, Methodologies, and use of foundational KM technologies such as NKO/DKO, Collaboration at Sea (CAS), Microsoft SharePoint and other capabilities.

    • License & Certifications:

    • Certified Knowledge Management (CKM) training preferred.

    KNOWLEDGE & SKILLS:

    • Experience in Microsoft Access database and knowledge management
    • Proficient and experienced with Microsoft Office, especially with Access, Excel and PowerPoint.

    TRAVEL:

    Position is based 100% in Bahrain. Estimated travel from Bahrain will be to government sites including, but not limited to Norfolk, VA, San Diego, CA or Mayport, FL to attend conferences, as needed.

    • Strong technical aptitude that includes the ability to work across multiple enrollment capture equipment workstations (tablet vs computer set up)
    • Ability to learn and adapt quickly to new technologies/operating procedures, as well as new service offerings and evolving work environments
    • Ability to work in a fast paced, customer-facing environment while maintaining professionalism at all times
    • Ability to maintain a high level of productivity under minimal supervision
    • Highly motivated to assist customers with enrollment needs
