  • Responsibilities

    Provide estimates for all facility organizational customer utilization system work requirements. Plan approved work requirements utilizing the interim work information management system computer.

    Generally works in an office environment. May be periodically exposed to craft shops, work sites, confined spaces, and inclement weather conditions.

    • Meets with agency personnel to solve new building alterations, upgrades, and new construction requirements to support their mission.

    • Conducts field investigations to obtain data to develop scoping or detailed cost estimates concerned with the maintenance, repair, and alteration of facilities and structures to include all associated systems.

    • Independently plans and estimates all necessary labor, materials, specialized subcontract support and equipment, projects of broad scope and complexity, for a complete work package as directed by the Government or CMSI management.

    • Uses Civil Engineering Material Acquisition System, RS Means, Cost Works, Engineered Performance Standards (EPS) or Local Market Survey information to develop labor and material cost estimates for proposed work.   References building codes, electrical codes, AF Regulations/Instructions, and other pertinent publications as appropriate.

    • Uses AutoCad to design drawings, sketches, and other drafting requirements.

    • Attends work order review committee meetings and makes recommendations.

    • Coordinates with and attends meetings with Environmental Flight to resolve problems with asbestos and lead base paint.

    • Consults shop personnel in providing advice on unusual issues and advises shop personnel in completion of shop work as appropriate.

    • Provides project management for approved work to be accomplished by self-help and inspects completed projects for compliance with local and federal codes.

    • Inventories materials and ensures readiness prior to starting work.

    • Complexity of assignments typically requires coordination with Government personnel. Considerable creativity and judgment required to devise approaches to accomplish work, resolve design and operational problems, and make decisions in when standard engineering methods, procedures, and techniques may not be applicable.

    • Performs other related duties associated to the job classification.

    Required Skills

    • Valid state driver’s license.
    • Must be able to obtain Flight line driving permit.
    • Prior journeyman trade experience and/or technical education.
    • Minimum of four years’ experience in detailed construction estimating; hands-on experience utilizing Engineered Performance Standards method of estimating, or a similar or equivalent work estimating system.
    • Ability to read and interpret blueprints, sketches, specifications, and manufacturers’ installation and operation manuals.
    • Ability to read, write, speak, and understand American English to an eighth grade level for a working knowledge of hazardous, safety, and environmental warnings, as per contract requirement.
    • Knowledge of conformance to a variety of applicable commercial, local, state, and federal codes, rules, regulations, and standards.
    • Strong background in the use of arithmetic, geometry, and practical mathematics.
    • Computer literacy.
    • Strong electrical background

    Required Experience

    • Timely completion and accuracy of all work.
    • Completeness of written scope of work, drawings, sketches and/or blueprints.
    • Accuracy of estimated man-hours, materials, specialized subcontract support and equipment, and planned phasing of journeyman trade groups.
    • Analysis of known and unknown deficiencies found during course of work, recommending resolutions, and providing an expedient change order estimate.
    • Analyzing accuracy of estimated project by comparison with completed project.
    • Working closely and harmoniously with other employees.
    • Adherence to contract requirements, safety/ health regulations, and company policies.
    • Punctual attendance.
