    Overview:

    INTECON, LLC is seeking a highly motivated and experienced Active Top Secret Cleared SME Management Analyst to join its team in support of The U.S. Department of Homeland Security's (DHS) Cybersecurity and Infrastructure Security Agency (CISA) to provide the Office of Strategy, Policy and Plans with support for program and policy management services, policy and strategy analysis, knowledge management, and planning, and CISA Action Task Tracking support (CATT). The work will include:

    • Program Management

    • Policy and Program Analyst Support

    • Business Process Improvement and Planning

    • Strategic Technology Support

    SME Management Analyst should meet the below requirements,

    • Active Top Secret Clearance
    • Masters Degree in Political Science, Public Policy or another related domain
    • Direct National Security Council experience, developing and implementing public policy and leading interagency policy processes.
    • Minimum of 8 years experience federal program and policy management services, policy and strategy analysis, knowledge management, and planning.

    Key Responsibilities:

    • Provide expert program support to multiple senior-leadership decision-making councils and working groups at the CISA, DHS, and White House level.
    • The SME should research, develop, coordinate, and implement policies and strategic plans, including new legislation. They are responsible for supporting various policy, strategy, and advisory analyses across different workstreams, engaging with stakeholders for input, and aiding in the development and implementation of strategic plans at both national and international levels.
    • The SME is responsible for establishing and maintaining information management systems, including consistent naming conventions and file systems. They should manage SharePoint site management, develop and update knowledge management standard operating procedures, and ensure that information is aligned with organizational governance.
    • The SME should plan, track, and manage multiple tasking priorities, ensuring effective communication and process efficiency. They are responsible for reviewing and managing incoming correspondence, tracking and closing tasks, and developing business process improvement strategies and standard operating procedures.
    • The SME is responsible for supporting the Executive Secretariat by managing task tracking systems, developing business processes, and ensuring clear communication throughout the lifecycle of tasks. They should provide support for policy, strategy, and planning tasks.
    • The SME should draft publications, facilitate and coordinate logistics for organizational activities, and develop business process gap analyses. They are responsible for developing standard operating procedures and guidance documents to improve office and project efficiencies.
    • The SME is responsible for assisting in the integration of new technologies and data governance, liaising with external entities on research and development, and supporting technology and data management initiatives within the organization.
    • The SME should develop project plans and schedules for strategic initiatives, support business processes related to strategic planning, and provide administrative and communication support for strategy development and implementation.
    • The SME is responsible for managing business operations for reporting applications, developing and delivering training for stakeholders, supporting the implementation of strategic plans and initiatives, and coordinating the development and reporting of Annual Operating Plans.

    Qualifications:

    Over 10 years of experience and an MA/MS degree.
