    INTECON is seeking a full-time Management Analyst in Arlington, VA. This position will support National Guard Bureau J37 Technical and Staff Support program.

    PROGRAM DESCRIPTION:

    The Operations Directorate (NGB-J3/4/7) assists Office of the Secretary of Defense, Chairman, Joint Chiefs of Staff, Combatant Commanders (CCDR) (e.g. U.S. Northern Command (USNORTHCOM), U.S. Indo-Pacific Command (USINDOPACOM), Department of Homeland Security (DHS), State Adjutants General, and the NGB in supporting plans, programs and activities, training, and exercises.  The NGB-J3/4/7 ensures the functions are integrated and complimentary where appropriate. The Chief, National Guard Bureau (CNGB) has tasked the NGB-J3/4/7 to develop and support strategic national and regional training activities aimed at enhancing domestic contingency readiness with subject matter expertise on joint doctrine, training, education, and exercises to ensure a trained and balanced National Guard (NG) force ready to support any mission of the Joint Force Headquarters – States, Territories, and the District of Columbia (JFHQ-State(s)), or the CCDR.

    INTECON will assist the Government with the development, delivery, and oversight of select training and education for the NG, to include the Joint Staff as it pertains to Homeland Defense Activities; integrate NG joint training requirements with interagency activities; participate in DoD, interagency, intergovernmental, and non-governmental forums for CBRN activities.

    JOB DESCRIPTION:

    • Oversee identification and execution of requirements for CBRN Individual Training for NG CERFPs, HRFs, support the NGB-J37 in creating and updating policies and procedures to enhance CBRN Training, coordinate with external agencies/organizations to plan, schedule, and conduct training, and provide project management in the knowledge area of High Interest Training Requirements (HITRs).
    • Provide support in developing capabilities-based planning, which takes an all-hazards approach to planning and preparation to build capabilities that can be applied to a wide variety of incidents to ensure training is appropriate and valid.
    • Test all visual aid and audio equipment including computers at the venues prior to the execution of every course iteration.
    • Provide insight and analysis on CBRN Collective training events, schedules and support the Government in developing and promulgating strategic collective training policies in support of Defense Support to Civil Authorities (DSCA) and consequence management plans and concepts.
    • Develop and provide briefings for the CBRN community and conduct, in cooperation and coordination with the CBRN Enterprise, reoccurring 36-month multi-unit exercises in each of the 10 FEMA regions.
    • Support the Government in integrating CNGB and CJCS directives into training plans and guidance CJCSI 3125.01, Defense Support of Civil Authorities for Domestic Consequence Management Operations in Response to a CBRN incident.
    • Formulate information to identify training trends and gaps, integrate NG-Joint training requirements with interagency activities in States, Regional, and National exercises, and mitigate shortfalls in consequence management and DSCA capabilities via use of the Joint Training System and Joint Event Life Cycle (JELC) processes.
    • Support the Government by conducting annual reviews of policy and procedures to ensure information is being properly disseminated, conducting quarterly In-Progress Reviews to monitor budget and training execution and adherence to plan and guidance provided, and researching and examining initiatives and program change requests that impact the current scope of operations.
    • Attend CBRN conferences, coordinate with, and support the trusted agents and planners for national, regional, and local-level exercises to develop and plan training that facilitates NG CRE priorities.
    • Coordinate with the COR to support the development of policies and procedures for the NG CBRN Collective Training.
    • Monitor the States' compliance with the NG CST, HRF, and CERFP requirements, including entities, units, and elements.  The Contractor shall identify mission readiness training required for the next two years and support the development of Yearly Training Plans (YTPs) and a two (2)-year fiscal budget that allows the NG to maintain preparedness to respond to domestic events. 
    • Review the JFHQ-State(s) Joint Mission Essential Task List (JMETL) and the Joint Training Information Management System (JTIMS) for information regarding CBRN and emergency response strengths and deficiencies.
    • Coordinate and communicate with AITEC on the schedule of training events and ensure that HRF and CERFP entities are aware of applicable training courses and resources offered by other Federal, State, and local agencies.
    • Provide, publish, and maintain a master training calendar in cooperation with the CBRN Enterprise reoccurring 36-month multi-unit exercises in each of the10 FEMA regions and other federal, state and local authorities to confirm collective C2 and interoperability.
    • Publish annual guidance to support CBRN Collective training events and develop, implement, and oversee a standardization and integrated training management and evaluation process for the NG CRE Program.
    • Schedule and track training events to ensure AITEC is adequately supported, and report/inform Senior Leaders on AITEC operations that have significant implications for NGB or substantial impact CBRN Enterprise training. 
    • Respond to requests for information from states and/or organizations, as well as identify changes in congressional language and directives that might have an impact on authority or mission requirements of AITEC operations.
    • Provide technical knowledge support for the Collective Training Branch (J374) and the Senior CBRN Analyst. 
    • Conduct field evaluations of training management to determine the level of compliances of designated military organizations with the policy, doctrine, and special directives governing these areas as it relates to the CBRN Enterprise (HRF, CERFP, WMD-CST).
    • Support the Government with CBRN External Evaluations (EXEVAL) and monitor the associated tasks to completion and report close outs to the COR.
    • Maintain databases and spreadsheets, and develop schedules and training calendars to support NGB-J37 training.
    • Review, edit and support in the development of documents for use by the Government to ensure policies meet criterions sought and support in the execution of the NGB Joint Training Continuum program and the NG JFHQ-State training Portfolio as it relates to the CBRN Enterprise (HRF, CERFP, WMD-CST).
    • Coordinate, and provide all hazard focus to members of the NG CRE, using the universal joint task list found in Chairman of the Joint Chief of Staff Memorandum (CJCSM) 3500.04.  The result of this step shall be the production of a Joint Mission Essential Task List (JMETL) corresponding to a joint force commander, linked to his assigned missions.
    • Maintain the NGB Joint Exercise Program (JEP), CBRN Response Enterprise Leaders TTX, Publication Date: 15 January 2012, HRF; JMETS; Staff Supporting Tasks and OPRs and ensure venues are suitable to achieve NG-J37 and NG CRE training objectives. 
    • Conduct in-process reviews of the following courses: "Situational Awareness", "Joint Reception, Staging, Onward movement, and Integration (JRSO&I)", "Integration of National Guard CBRN Capabilities with ongoing Response Operations", "Conduct Rescue Operations", "Conduct Technical Decontamination", "Direct and Coordinate WMD / HAZMAT response and decontamination tactical operations". 
    • Support the Government with analysis and integration of CNGB and CJCS directives into training plans and guidance, as well as keep current on the requirements in CJCSI 3125.01, the DSCA for Domestic Consequence Management Operations in Response to a CBRN incident, and FEMA/DHS/NFPA and OSHA policies, procedures and requirements as they relate to DSCA and the NG CRE.
    • Support the Government by reviewing all documents generated by the NGB-J37 and Joint Staff, as they relate to NG CRE, and providing feedback to the NGB-J37 and NGB-J39 Division Chiefs.
    • Coordinate with and support planners for national, regional, and local-level exercises to develop and plan training that facilitates NG CRE priorities.
    • Review and provide analysis of shortfalls and gaps based on their knowledge of FEMA Regions to ensure training meets requirements.  The Contractor shall coordinate this effort with Regional Planning Integration Teams (RPITs) and the JFHQ's States.  The purpose of the RPIT is to align DOD and National Guard operational planning within each FEMA Region in support of FEMA Region All-Hazards Plans and Incident-Specific Annexes.
    • Coordinate quarterly with AITEC to schedule training events to ensure that HRF and CERFP entities are aware of applicable training courses and resources offered by other Federal, State, and local agencies.
    • Maintain CBRN Response Enterprise Leaders TTX data for HRF/CERFP Individual Training Yearly Training Guidance IAW the latest Joint doctrine, OSHA and NFPA regulations and report back to the COR
    • Support in the planning and execution of exercises and events for JFHQ-State(s) that incorporates missions for the HRF, WMD-CST, CERFP, JISCC, and NGRF.
    • Communicate with the NGB JEP HRF, JMETS, Staff Supporting Tasks and OPS JFHQ-State(s) and provide a monthly executive summary that outlines a schedule of projected dates, locations, venues and other pertinent scheduling data for Table Top and Command Post exercises.  
    • Support the NGB-J37 to develop and implement programs to train the NG JFHQs-State, JTFs, and subordinate NG forces (WMD-CST, CERFP, HRF, NGRF, JISCC etc.…) in all-hazards response.
    • Provide an historical analysis showing the number of national emergency events the National Guard responded to and what Emergency Management Assistance Compact (EMAC) were enacted during these events. 
    • Attend and observe Inter and Intra Agency Boards (IAB) that support the national framework for CBRN and emergency response.
    • Support development and implementation of programs to train the JFHQ-State(s), JTFs, and subordinate NG forces (WMD-CST, CERFP, HRF, NGRF, JISCC, etc.) in CBRN consequence management skills and create, maintain, develop, and assess collection of data analysis and document NGB¬J37 course curriculums. 
    • Review and update training data between the first (1st) and fifth (5th) of each month.

    • Bachelor's Degree (Master's Desired)

    REQUIRED EXPERIENCE:

    • 7 years of experience in Management Analysis with 3 years of experience directly related to above responsibilities
    • The Contractor must have advanced skills using MS Office products, including Word, Excel, PowerPoint, and Outlook.
    • Prior work experience in domestic operations to include Civil Support Teams (CST), CERFP and HRF is highly preferred.
