    Job Description

    ISN CORPORATION IS SEEKING A HR ASSISTANT FOR OUR CONTRACT WITH THE DOJ. 

    The Human Resource Assistant position is located in the Personnel Management Branch, Office of Administration, Office of Management Programs, Civil Division, and Department of Justice. 

    The HR Assistant provides advice and assistance to Division employees on personnel issues, to include staffing, basic benefits, and basic classification. The HR Assistant will also provide direct support to the HR Specialists. 

    The individual will have the following responsibilities: 

    · Provides direct administrative support to the HR Specialists such as computing service computation dates (SCDs), acquiring and preparing SF-75 information, requesting Electronic Official Personnel Folders (eOPFs) from the National Record Center or other federal agencies, transferring eOPFs to the gaining agency, and ending eOPFs to the Records Center after employees resign or retire within the required timeframes. Assists in conducting new hire orientation, answering basic questions that the employees may have. Assists with sending onboarding forms to new employees through the USA Staffing system. Prepares eOPFs for review and audit purposes. 

    · Accesses a variety of remote entry systems through the National Finance Center (NFC) such as PINQ, IRIS, PMSO, UCFE, etc. Processes the full range of personnel actions for permanent and temporary employees, such as accessions, reassignments, conversions, change in work schedule/hours, LWOP, etc. Codes SF-52s and reviews data into NFC for accuracy. Corrects personnel actions using HCUP and finessing errors. Uses the Guide to Processing Personnel Actions to ensure personnel actions are processed correctly and the Guide to Personnel Record Keeping to ensure documents are filed in the proper order. 

    · Processes employee performance awards and performance appraisals. Reviews performance appraisals for accuracy of information, such as name, social security number, grade, and pay plan before processing. Ensures on-the-spot and special act awards are accompanied by a justification. 

    · Determines appropriate methods and techniques needed to resolve key problems and issues associated with incorrect service computation dates, incorrect data entered in NFC, benefit issues, etc. 

    · Files copies of benefit election forms or beneficiary forms in the eOPF. Gives a copy of the certified health insurance election form to the Payroll Specialist for processing. May assist in certifying Open Season forms. Explains the basic feature of employee benefit programs and assists employees in completing forms to start, change, or cancel enrollment, when necessary. 

    · Performs minimal classification for administrative and clerical support work such as verifying bargaining unit status codes and position sensitivity codes. Establishes new master record and individual position records in NFC and troubleshoots the accuracy of position data and organization structure codes. 

    Duties performed: 

    • Attend staff meeting with DOJ HR staff members 
    • Performed quality assurance on Personnel Files: 
    • Pull hard copies and scan documents into the EOPF Database 
    •  Compare the physical Personnel Files against the electronic copies for accuracy 
    •  Correct discrepancies in the EOPF Database 
    •  Change personnel duty stations 
    •  Convert personnel from temporary to permanent positions 
    •  Process multiple types of DOJ HR forms which includes: 
    •  Time off awards 
    •  Memos 
    •  Background investigation clearances 
    •  Verify the approval of Time off Awards 
    •  Verify “Personnel Duty Stations Change” which have been applied in the EPIC System 
    •  Upload a variety of files to the “T:\” Drive 
    •  Request, receive, and return documents to the National Records Center in St. Louis, Missouri

     

    In assisting the Human Resources Specialists, the Contractor shall perform quality assurance of the updating and disposition of Electronic Official Personnel Folders (eOPFs), requiring access of various on-line systems through the National Finance Center (NFC), Entry, Processing, Inquiry, and Correction System (EPIC), Government Retirement and Benefits (GRB), and Civil Personnel Information Reporting System (CPIRS).     The ideal candidate will have the following:

    •  experience in processing employee performance awards and performance appraisals. Reviews performance appraisals for accuracy of information. 
    •  basic classification for administrative and clerical support work such as verifying bargaining unit status codes and position sensitivity codes. 
    •  experience in reviewing a variety of remote entry systems through the National Finance Center (NFC) such as PINQ, IRIS, PMSO, UCFE, etc. 
    •  excellent analytical and language skills, both oral and written. 
    •  two years of relevant work experience.
    •  Bachelor’s degree in an applicable field, or could be substituted in addition to the experience above, in a combination of equivalent training and professional work experience. 
    • must be able to obtain security clearance.
