IT Manager / Software Application Analyst Location: On-site - Kenosha, WI Schedule: On-site during business hours; remote/on-call after hours Support Model: Participates in 24/7/365 coverage Clearance: Must meet FBI CJIS Security Policy requirements
Role Summary • Leads all IT operations for Kenosha Joint Services, ensuring availability, security, and performance of mission-critical systems, standard systems, and infrastructure. Oversees vendor relationships, project management, and compliance.
Key Responsibilities • Provide on-site leadership during normal business hours and remote/on-call support after hours. • Oversee support for mission-critical systems including CAD, LERMS, Jail, Mobile, and TIME System. • Oversee support for standard systems including ERP, Office 365, scheduling, evidence, fleet, and other applications. • Manage workstation and user support including imaging, installation, patching, antivirus, break/fix, and inventory. • Oversee server administration including Microsoft/Linux servers, updates, permissions, and security. • Oversee network operations including 24×7 monitoring, firewalls, VPN, antivirus, and connectivity. • Oversee backup and recovery operations including data restoration and email recovery. • Coordinate maintenance of system interfaces across multiple applications and external systems. • Lead annual assessment and inventory reporting. • Oversee equipment lifecycle management including procurement, tracking, and warranty management. • Oversee helpdesk operations, ticketing workflows, and reporting. • Ensure cybersecurity compliance, MFA management, and participation in CJIS audits. • Attend required monthly meetings and participate in annual budget planning. • Manage vendor relationships and support automation scripting initiatives. • Ensure compliance with response time requirements for all priority levels. • Required Skills • IT leadership in 24/7 public safety or government environments • Strong knowledge of servers, networks, cybersecurity, and enterprise applications • Experience with mission-critical systems • Excellent communication and vendor management
Required Qualifications • 5+ years of IT management or senior systems/application administration experience. • Strong understanding of enterprise IT environments (servers, networks, cybersecurity). • Experience supporting public safety systems (CAD, LERMS, Jail, Mobile) preferred. • Familiarity with CJIS Security Policy or willingness to obtain certification. • Excellent communication, leadership, and vendor-management skills.
Preferred Qualifications • Experience with Tyler Public Safety Software Suite. • Background in government, law enforcement, or 24/7 operational environments.
