    POSITION: IT Operations Administrator

    DEPARTMENT: Information Technology

    WORK SCHEUDLE: 8:00 a.m. - 4:30 p.m., M-F

    STATUS: Full-time

    FLSA STATUS: Non-exempt

    Incumbent serves as IT Operations Administrator for the Steuben County Information Technology Department, responsible for installation, configuration, maintenance, and support of IT infrastructure.

    DUTIES:

    Installs, supports, and troubleshooting network equipment such as switches, routers, and access points.

    Configures, manages, and monitors firewalls and DMZs, ensuring secure access and up to date rules and/or policies. Implements and supports secure remote access via SSL VPN, IKEv2/IPsec, and other approved protocols.

    Monitors traffic and logs for anomalies, unauthorized access, or connectivity issues, remediating as needed.

    Performs firewall updates, patches, and routine maintenance, maintaining security compliance. Documents firewall, VPN, and DMZ configurations and assists in trouble shooting connectivity issues.

    Configures, deploys, and maintains Linux servers, including virtual machines for hosting internal and third-party web applications. Documents system configurations, changes, and infrastructure diagrams.

    Manages and supports virtualization platforms, including provisioning, monitoring, and troubleshooting virtualized environments.

    Deploys and maintains voice systems, including VoIP, SIP, and IP-based phones.

    Provides routine support for public safety systems, including 911 CAD and AVL platforms.

    Assists with comprehensive systems and servers monitoring, responding to alerts and performance issues to ensure optimal up time. Utilizes in hour and MSP monitoring tools and platforms to identify and resolve issues.

    Performs routine database support tasks such as backups, monitoring and executing routine queries. Participates in developing, testing, and executing backup and disaster recovery plans for systems and data.

    Responds to technical support requests escalated from the Help Desk or internal users, utilizing MSP and internal ticketing system as required.

    Coordinates with vendors and service providers on installations and support issues.

    Assists Security Systems Analyst by applying approved security settings, implementing monitoring tools, and adhering to security best practices for infrastructure. Participates in security incident response activities and vulnerability management including patching and managing firewall and access control configurations.

    Develops and maintains scripts to automate routine operational tasks and improve efficiency. Maintains documentation including runbooks, SOPs, and knowledge base articles as assigned.

    Supports change processes by following procedures for system changes, updates, and configuration management. Assists with hardware lifecycle management including procurement, asset inventory tracking, and disposal of IT equipment.

    Collaborates with co workers and other departments to provide training, knowledge transfer, and user support as assigned.

    Monitors system performance and participated in capacity planning activities.

    Supports compliance audits ensuring infrastructure adherence to appliable regulatory requirements and policies.

    Performs related duties as assigned.

    I. JOB REQUIREMENTS:

    Associate's degree required in Information Technology, Computer Science, or related field, or equivalent experience, with minimum of two (2) to four (4) years of experience in IT infrastructure, systems administration, or operations support.

    Experience in configuring, managing, and troubleshooting enterprise firewalls and DMZs with proficiency in secure remote access protocols such as SSL VPN and IKEv2/IPsec. With experience or ability to develop skills in cloud infrastructure management, security, and cost monitoring.

    Possession of and/or ability to obtain and maintain Microsoft Certified IT Professional, CompTIA Network+, Linux+, VMware, certifications.

    Thorough knowledge of and ability to utilize Linux system administration, including command-line tools, package management, and web application deployment such as LAMP/LEMP stacks.

    Working knowledge of and ability to apply understanding of networking fundamentals of VLANs, DNS, DHCP, and routing concepts.

    Working knowledge of cloud computing concepts or platforms such as AWS, Wasabi and Azure.

    Working knowledge of standard office policies and procedures with computer skills, including word processing, spreadsheet, presentation, email, internet, and Department-specific software systems, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

    Working knowledge of standard English grammar, spelling, and punctuation and ability to prepare correspondence, reports, and documentation.

    Knowledge of virtualization technologies such as VMware, and KVM.

    Ability to perform basic script skills such as Bash or Python for automation, basic knowledge of VoIP systems and telephony hardware, and understanding of public safety systems such as CAD, RMS, and AVL.

    Ability to perform basic database management and data recovery tasks.

    Ability to properly operate standard office equipment, computer systems, hardware, and software, including computers, servers, printers, telephones and testing equipment.

    Ability to effectively communicate orally and in writing with co-workers, other County departments, internal teams, vendors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

    Ability to provide public access to or maintain confidentiality of Department information according to State requirements.

    Shall comply with all employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

    Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.

    Ability to work alone with minimum supervision and with others in a team environment, work on several tasks at the same time and work rapidly for long periods, occasionally under time pressure.

    Ability to plan and layout assigned work projects with strong attention to details and to follow procedures.

    Ability to utilize problem solving and troubleshooting skills.

    Ability to lift and move objects under 50 pounds and work occasionally in data center or server room environments.

    Ability to serve on-call and respond from an off-duty status.

    Possession of a valid driver’s license and a demonstrated safe driving record.

    II. DIFFICULTY OF WORK:

    Incumbent performs a broad range of duties involving complex and complicated considerations and problems. Incumbent operates within very general guidelines and rules which require adaptation to address specific cases and circumstances.

    III. RESPONSIBILITY:

    Incumbent operates within general guidelines and Departmental policies, with desired results of work clearly specified. Unusual problems are discussed with supervisor and incumbent is responsible for exercising independent judgment in identifying and resolving computer and server problems and setting project priorities.

    IV. PERSONAL WORK RELATIONSHIPS:

    Incumbent maintains frequent contact with co-workers, other County departments, internal teams, vendors, and the public for purposes of exchanging information, and rendering service.

    Incumbent reports directly to the IT Director.

    V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

    Incumbent performs majority of duties in a standard office environment, involving sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing up to 50 pounds, pushing/pulling objects, close/far vision, color/depth perception, crouching/kneeling, handling/grasping/fingering objects, bending, reaching, speaking clearly, keyboarding, driving, and hearing sounds/communication.

    Incumbent is required to serve on call and to respond from an off-duty status.
