GENERAL DUTIES AND RESPONSIBILITIES
· Sources and advise in the hiring process of Oakland residents to ensure Oakland’s Local Hire requirements are met.
· Collaborates with business partners including WMAC and Davis Street hiring managers, operations, Public Sector Services (PSS) including the PSS Director and PSS Manager assigned to the Oakland MM&O franchise contract, Communications department, and the People organization.
· Manages the recruiting process for assigned function (Oakland geography) including, conducting intake calls with hiring manager, updating schedules, and coordinating interviews.
· Manages the Local Hire relationship with the City of Oakland including the Oakland Mayor’s office and staff, Board of Supervisors’ office and staff and the Oakland Public Works Department.
· Manages the relationships with external community partners by attending events and searching out new community partners within Oakland, California including, but not limited to (see attached Community Partners).
· Develops, coordinates and spearheads monthly Oakland hiring events within Oakland Supervisors’ districts
· Collaborates with WMAC and Davis Street hiring managers and the People organization to effectively forecast talent needs to build proactive talent pipelines in advance of need.
· Manages the sourcing process to engage in the proactive sourcing and successful identification of top talent for job openings within WMAC and Davis Street and/or specific functions.
· Provides regular reporting and analysis of requisition history, candidate and market labor data, and sourcing effectiveness based on statistics, cost efficiency and hiring manager feedback.
· Leverages resources effectively using a variety of sourcing tools and programs including job boards, social media, attending job related events and networking to build talent pools
· Advises and executes on effective and efficient recruitment strategies needed to acquire top talent, including diverse and military job seekers.
· Attracts and engages top talent to career opportunities by providing information related to compensation, benefits, policies, and procedures, to ensure the candidate experience is positive and informative.
· Meets with management and other key stakeholders on a regular basis to collaborate on optimal approaches to strengthen candidate pool, including annual recruiting strategies and diversity initiatives.
· Maintains established OFCCP, Fair Labor Hiring Practices, and Compliance policies procedures, and objectives.
· Facilitates and tracks community and diversity outreach.
· Maintains compliance with all federal, state, and local regulations, including proper dispositioning of candidates and document retention.
· Values professional growth and development by participating in educational programs, staying current on recruiting-related topics and trends, and participating in relevant meetings and information exchanges.
EDUCATION AND EXPERIENCE (REQUIRED)
· Bachelor's Degree, (accredited), or in lieu of degree, High School Diploma or GED (accredited) and 4 years of relevant work experience.
· 2 or more years of relevant work experience (in addition to education requirement).
