    GRANT FUNDING ADVISEMENT:             

    This position serves as the Community Outreach Coordinator for the No Entry Pilot Planning Project

    (NEPPP) as funded by Restore, Reinvest, Renew (R3) Assessment and Planning Grant. (NEPPP) as

    funded by Restore, Reinvest, Renew (R3) Assessment and Planning Grant. This position is 100% grant

    funded by the Illinois Criminal Justice Information Authority. Grant funding for the current grant

    period expires on January 31, 2022. Acceptance of this position shall not be construed as a guarantee

    of employment beyond the grant-funded period. 

    FLSA STATUS:

    EXEMPT

    The primary purpose of the No Entry Pilot Planning Project is to develop a more complete

    understanding of the existing service gaps in Rockford, IL for children and their families who have 

    been impacted by violence – either as victims, perpetrators, or both. The NEPPP will also assist in exploring the efficacy of a proposed trauma-informed No Entry diversion model.

    The Community Outreach Coordinator will lead the assessment of these service gaps by conducting community outreach and a needs assessment. This role will be responsible for coordination and deliverables of the Restore, Reinvest, Renew (R3) Assessment and Planning Grant (“Grant”) as awarded to the NEPPP collaborative. The Community Outreach Coordinator will work closely with the NEPPP steering committee as they will advise the project plan.  Work involves significant coordination across multiple City departments, not-for-profit organizations, and community wide organizations to complete the goals of the Grant. 

    ROLES AND RESPONSIBILITES:

    Complete grant goals and objectives according to proposed timelines.

    Recruit community partners to participate in focus groups, listening sessions, and key informant interviews.

    Facilitate focus groups, surveys, listening sessions, and key informant interviews with community stakeholders.

    Attend monthly steering committee meetings.

    Work closely with Data Consultant to craft survey and interview materials.

    Liaise with the Data Consultant to prepare detailed report of qualitative data analysis.

    Prepare grant programmatic and fiscal reports.

    EDUCATION & EXPERIENCE:    

    High School Diploma/GED and minimum of two-years of formal work experience

    Preference: Associate’s degree preferred in a related field such as social work, criminal justice, public health, sociology, or psychology.

     Intimate knowledge of the communities in Rockford, IL.

     Ability to demonstrate empathy for participates in the 61101, 61102, 61103 zip codes

    Ability to work in collaboration with external partners such as schools, community organizations and families. Community organizations include the Boys and Girls Club, Northwest Community Center and Lewis Lemon Community Center.

    Computer literacy commensurate to complete job duties including Microsoft Suites

    Excellent verbal and written communication skills

    Time management skills and ability to work independently

    DESIRED QUALIFICATIONS

    Knowledge of juvenile justice diversion, violence prevention, youth development, and the impact of systemic racism on communities of color either through lived experience or formal education.

    Ability to use virtual meeting platforms such as Zoom and GoToMeeting and social media

    Comfortable working in a collaborative manner in a fast-paced environment with multiple organizations.  Sensitivity to the concerns of partner organizations, willingness to receive and use feedback in program design, interpersonal interactions and policy development.

    Ability to direct and manage a diverse and multidisciplinary group of individuals, which crosses multiple departments and organizations. 

    Ability to express ideas effectively orally and in writing, to conduct research, and to prepare clear and concise reports.

    Ability to establish and maintain effective working relationships with city employees, other government agencies, law enforcement, the general public, and community organizations.

    Skill in the use and care of a personal computer.

    WORKING CONDITIONS:

    ALTHOUGH THIS POSITION WILL BE EMPLOYED BY ICOY, IT WILL BE LOCATED IN CITY HALL IN ROCKFORD ILLINOIS.

    Work is performed primarily in an office setting, although work activities require attending

    meetings and conferences throughout the city of Rockford.

    Reliable transportation is required to attend meetings throughout the City of Rockford.

    Although some in-person meetings may be required, ICOY will adhere to all State of Illinois

    Guidelines surrounding COVID-19 safety.
