    Job Description

    Under occasional supervision, Accounts Payable provides financial, administrative and clerical support to the District. The position is responsible to complete payments and control expenses by receiving payments, plus processing, verifying and reconciling invoices. The position also, prepares analyses of accounts, produces monthly reports and procures materials as needed by the District. Reports to the Finance Director.

    ESSENTIAL JOB FUNCTIONS

    Process, review and verify invoices and check requests; flag and clarify any unusual or questionable invoice items or prices.

    Sort, code and match invoices.

    Source and interview vendors; negotiate contracts and costs.

    Purchase supply of products/materials.

    Determine the lowest cost for products/materials.

    Track and record orders.

    Prepare and process electronic transfers and payments; prepare and perform check runs.

    Post transactions to journals, ledgers and other records.

    Reconcile accounts payable transactions.

    Prepare analysis of accounts.

    Monitor accounts to ensure payments are up to date.

    Maintain vendor files; correspond with vendors and respond to inquiries.

    Produce monthly reports.

    Provide supporting documentation for audits.

    Review and reconcile all account balances on a monthly basis, ensuring that all balance sheet accounts agree to subsidiary ledgers; any differences or discrepancies investigated and corrected.

    Issues stop-payments or purchase order amendments.

    Operates a cash register, computer, printer, adding machine, copier, telephone, binder, laminating machine, etc.

    Performs general clerical and administrative work as required, including but not limited to, answering the telephone, entering data, typing correspondence and reports, copying and filing documents, processing daily mail, running errands, scanning, etc..

    Ensures credit is received for outstanding bills.

    Customer Service Activities:

    • Prepares and disburse service installation, cut-off and cut-on orders, work orders.
    • Greets and assists customers, and office visitors.
    • Receives and responds to customer inquiries, concerns and complaints regarding services and billing.

    ADDITIONAL JOB FUNCTIONS

    Performs other duties as required by Supervisor.

    Required to be available during Declared Federal, State, and Local Emergencies

    MINIMUM TRAINING AND EXPERIENCE

    Requires a high school diploma from an accredited program, or Graduate Equivalency Degree (GED).

    Must have a minimum of one (1) year experience in accounts payable or similar position, an understanding of basic bookkeeping and accounting skills.

    Must possess valid State of Florida driver’s license.

    Bachelor’s degree in accounting, finance, or related field a plus.

    Ability to communicate (verbal and written) in a Spanish-speaking format is a plus

    PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

    DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

    INTERPERSONAL COMMUNICATIONS: Exchange information, feelings, and meaning through verbal and non-verbal messages sent through tone of voice, facial expressions, gestures and body language; ability to team-work; includes receiving assignments and/or direction from supervisor.

    LANGUAGE ABILITY: Requires ability to read a variety of policy and procedure manuals, computer manuals, etc. Requires the ability to enter data into the computer and prepare records, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.
