    Job Description

    We are now seeking a strategic, analytically driven, and operationally fearless Inbound Bulk Transportation Manager to design, build, optimize, and oversee Techo Bloc’s bulk transportation ecosystem — including external carrier procurement and the development of our private fleet capabilities.

    The Inbound Bulk Transportation Manager owns the strategy, procurement, cost performance, and reliability
    of all bulk transportation services supporting Techo Bloc’s multi‑site operations. Collaborates with team members across multiple sites in Canada and USA.

    Instead of focusing on material receiving, this role focuses on supplier reliability, transportation cost optimization, fleet development, and long‑term scalability. You will lead carrier sourcing, negotiate contracts, manage performance, and build a world‑class private fleet.

    Your mission: ensure every inbound bulk shipment is delivered safely, affordably, consistently — through a transportation network built to scale with the business.

    Duties & Responsibilities

    1. Procurement Strategy & Carrier Management

    • Develop and execute a North American procurement strategy for bulk/raw materials transportation.
    • Identify, evaluate, and onboard carriers across regions.
    • Lead RFPs, rate negotiations, contract renewals, and capacity planning.
    • Maintain a competitive, multi‑carrier network to ensure rate stability, service reliability, and contingency coverage.
    • Build data‑driven scorecards (safety, service, cost).
    • Partner with Procurement & Finance to secure predictable, optimized freight rates.

    2. Development & Oversight of Techo‑Bloc’s Private Fleet

    • Build and scale Techo‑Bloc’s high‑performing dedicated fleet.
    • Define and implement fleet strategy.
    • Recruit, manage, and coach professional bulk drivers.
    • Build dispatching standards and fuel optimization practices.
    • Ensure the fleet grows into a cost‑competitive, high‑service alternative to carriers.

    3. Strategic Transportation Planning

    • Forecast material needs with Procurement, Production, Planning.
    • Develop seasonal and long‑range strategies.
    • Implement multi‑region plans to reduce risk and support plants.
    • Drive network optimization (backhauls, route engineering, cost‑per‑ton improvements).

    4. Contract, Cost & Risk Management

    • Ensure all agreements reflect Techo‑Bloc standards.
    • Manage fuel programs, surcharges, and cost controls.
    • Monitor market trends and adjust strategy proactively.
    • Build contingency plans for outages, weather, capacity swings.

    5. Safety, Compliance & Vendor Governance

    • Ensure carrier and fleet compliance.
    • Partner with HSE to build transportation‑specific programs.
    • Encourage a zero‑incident transportation culture.

    6. Leadership & Cross‑Functional Collaboration

    • work closely with transportation and procurement teams
    • Eventually manage and lead a team of drivers and dispatchers
    • Lead analysts, dispatchers, and supervisors.
    • Align transportation strategy cross‑functionally.
    • Facilitate KPI, capacity, and strategy reviews.
    • Train plant leadership on best practices.
  • Qualifications

    Qualifications

    What You Bring

    Required

    • 5+ years of experience in bulk transportation
    • 5+ years of leadership experience.
    • Experience overseeing or building a private fleet.
    • Proven experience managing carrier networks and negotiating transportation contracts.
    • Strong knowledge of bulk‑material transport equipment (pneumatic tankers, dumps).
    • Strong analytical mindset with proficiency in ERP/TMS systems (D365 F&O preferred, Motive ELD, RoseRocket TMS).
    • Solid understanding of DOT, hours‑of‑service, and fleet safety compliance.
    • Travel 10% of the time
    • Valid passport required

    Preferred

    • Experience in cement, aggregates, construction materials, or industrial raw‑material supply chains.
    • Background in network optimization, routing, freight modeling, or cost‑engineering.
    • Multi‑site logistics leadership experience in a manufacturing environment.
