    Job Title: Independent Living Program Manager

    Pay Range: $74,000-$77,000 Annually

    Reports to: Executive Director

    Location: Victorville/San Bernardino

    Rolling Start, Inc., Center for Independent Living (RSI) is a 501 c (3) not-for-profit organization that provides advocacy and services to people with all types of disabilities. The mission of RSI is to educate and empower people with disabilities to achieve the independent life of their choice. We have been serving San Bernardino, Inyo, and Mono Counties for 47 years.

    Position Summary

    Assist Executive Director in managing existing and implementing new programs; seek and assist with grant opportunities, process and provide orientation and training to new staff and volunteers; provide direct supervision to program staff as assigned by Executive Director; collect, generate, and report timely and accurate monthly, quarterly and annual reports according to grant and funder requirements, assist with consumers and outreach.

    Essential Duties and Responsibilities

    · Manage ILS consumer cases as needed and in keeping with IL philosophy, RSI mission, and vision;

    · Provide support for the Independent Living core services: Independent Living Skills, Information and Referral, Peer Support, Individual and Systems change, and Transitions, as well as ancillary services such as Assistive Technology, Employment, Traumatic Brain Injury, Food insecurity through the Cal Fresh program, Disaster Preparedness, and any other program RSI receives funding for;

    · Willing to travel between Main (San Bernardino) and Satellite (Victorville) offices as well as community meetings in both locations;

    · Assist consumers in identifying and establishing specific objectives for ILPs to meet their goals;

    · Provide back-up support for group meetings, classroom instruction, and special events;

    · Ensure consumer and program data is appropriately entered into CIL Suites database;

    · Community engagement: Liaison with community-based organizations that provide wrap-around services that consumers may need (e.g., housing, food, education, health & wellness, etc.); attend community events; educate CBOs on the needs and rights of people with disabilities;

    · Must be willing to work some weekends.

    · Have a general understanding of HIPAA protections and ensure the confidentiality of consumer information,

    · Assist and support the Executive Director and Board members to achieve the Rolling Start mission, vision, and values.

    · Conducts administrative duties as assigned by the Executive Director.

    · Provide subject matter expertise on all things in CIL Suites; ensuring program staff are updating files on a consistent and accurate basis; working with CIL Suite leadership to ensure our reporting needs are met, adding fields when necessary to meet grant reporting requirements;

    · Review consumer service records to ensure all required intake, IL Plan, voter registration, confidentiality, etc., paperwork is in order and updated in CIL Suites;

    · Develop and maintain a program training manual that will support core services; work with the Executive Director, coordinating training manual for Ancillary Services;

    · Provide training, in-services, and support to all program staff and volunteers (where appropriate);

    · Work positively with staff to enhance program delivery and services;

    · Ensuring ILS and other program staff are distributing satisfaction surveys to their consumers, ensuring completed survey data is tabulated and reported to the Executive Director;

    · Assists the Executive Director in identifying funding opportunities and providing support for grant completion;

    · Provide monthly, quarterly, and annual program reports as requested by grant administrators or the Executive Director;

    · Provide direct supervision to program staff who have been assigned by the Executive Director;

    · Participates in all team staff meetings and coordinates and manages meetings with program staff directly managed.

    · Attend local, statewide or national IL meetings and conferences as requested by the Executive Director.

    · All other duties as assigned by the Executive Director.

    Qualification & Skills

    · Knowledge of disabilities, older adults, and the services available to them;

    · Grant writing, implementation, data collection, and reporting;

    · Supervisory and effective personnel management skills;

    · Understanding the concepts of the Independent Living philosophy;

    · Ability to analyze data and formulate successful solutions;

    · Understand and be sensitive to the needs of older adults, persons with disabilities, their families, and other diverse populations.

    · Be self-motivated with good verbal, written, and organizational skills;

    · Provide leadership in resolving problem situations and technical issues;

    · Oversee a large number of consumer files;

    · Read and understand rules, policies, and procedures;

    · Use good judgment, discretion, and maintain confidentiality of organizational program and property;

    · Good public speaking skills;

    · Work well under pressure.

    Educational/Experience:

    Bachelor’s Degree preferred or four years working in a related field.

    Stress Level:

    Low to Moderate stress level; occasional increase.
