    Job Description

    Instil Bio is seeking a driven and experienced Procurement Manager.  The successful candidate will be accountable for managing procurement of all materials, consumables and spare parts across the Instil Bio US business for the manufacturing production, testing, facilities, and process development activities

    The candidates must be knowledgeable of procurement practices including development of procurement practices within an Enterprise Resource Planning system (eg Net Suite) and work with external procurement integrators.

    This role will comprise multiple critical functions:

    • Work with suppliers, manufacturers and internal departments on fulfillment strategies balancing costs, risks, and internal needs __
    • Act as subject matter expert in corporate initiatives relating to purchasing, __
    • Identify and develop relevant KPI’s for the department while providing regular reporting and continuous improvement on existing KPI’s.
    • Supports, participates and/or drives Supplier Relationship Management initiatives and activities
    • Develops collaborative/partnering relationships with key suppliers to promote processes that will reduce lead times, decrease costs, and ensure product and service quality improvement.
    • Establishes Purchasing department procedures and practices

    The candidates must be knowledgeable of Supplier Category Management process

    In this role, the Procurement Manager will be expected to be fully accountable for companywide daily activities of purchasing functions.

    This position will routinely interact with Production, Clinical Ops, Research, Product Development, Engineering and Facilities. This position will report to the Director of Supply Chain Sourcing and Procurement.

    Responsibilities (include but not limited to):

    • Set up and manage supply of all purchased materials including following any globally negotiated supply agreements
    • Set up effective processes to define and manage critical procurement data including sourcing options, cost, lead time and supply risk
    • Own and manage an approved suppliers list including contract status, quality status (working with quality) and supplier risk
    • As part of a future S&OP process, work with the Production Planning team to establish processes to review production related materials inventories and trigger appropriate resupply (including use of dynamic safety stocks)
    • As part of a future S&OP process, work with the Process Development team to establish future materials requirements with appropriate supplier contracts in place
    • As part of a future S&OP process, work with the Facilities and Engineering teams to establish engineering parts requirements with appropriate supplier contracts in place
    • Set up and manage a process to introduce new materials as part of a defined New Product Introduction process
    • Establish and run local supplier management processes with all Tier 1 suppliers
    • Accountable for all supplier related audit activities and actions

    Requirements and Recommendations:

    • Minimum of 5 years of experience in procurement within biotech/biopharma industry

    • Bachelor’s degree in Business, Finance, Operations, Supply Chain or comparable disciplines.

    • APICS/ISM (CPSM)/Supply Chain certification preferred.

    • Working knowledge and experience of procurement and best-in-class practices, principles, process, tools and methodologies

    • Can demonstrate the successful development and implementation of sourcing strategies

    • Clear knowledge and understanding of supply market, industry and category dynamics  

    • It is critical that you have:

      • Experience with Enterprise Resource Planning (ERP) systems
      • Experience managing a complex range of suppliers
      • Exceptional computer Skills including Word, Excel, Outlook, PowerPoint
        • Ability to communicate in a professional, efficient manner at all levels of the company.
