    Type: Non-Personnel Services Contract

    Reports To: Contractor (Accountable to the Government)

    General Overview: The Instructional Systems Support Specialist will provide comprehensive advisory and program management support for the Medical Education and Training Campus (METC). This role involves delivering non-personal services, including curriculum development, instructional design, and academic counseling, to enhance the efficiency and effectiveness of METC's training programs.

    Key Responsibilities:

    1. Curriculum Development Lifecycle Management: * Plan, conduct, and organize curriculum development efforts in compliance with governance guidance and current policies. * Provide guidance and support to align training policies, procedures, and guidelines (PPG) across associated services. * Coordinate with internal and external agencies to ensure effective integration and execution of training processes. * Design, organize, develop, coordinate, and evaluate training programs. * Modify training curricula and materials to incorporate unique training requirements.
    2. Instructional Program Analysis and Design: * Analyze, design, develop, implement, and evaluate instructional programs based on educational technology and complex technological applications. * Maintain updated curriculum in systems such as the Interactive Courseware Implementation System (ICIS), METC Blackboard, and Question Mark. * Develop interactive instructional materials and special training devices based on current and projected training needs. * Track and report on curriculum milestones.
    3. Technical Expertise and Training: * Serve as a technical expert in Instructional Systems Development/Systems Approach to Training (ISD/SAT) processes. * Develop and provide comprehensive training on ISD/SAT processes to METC faculty and staff. * Stay current on changes in curriculum development policy and prepare course of action analyses for superiors.
    4. Program Management and Coordination: * Establish priorities, plans, and schedules to accomplish the mission. * Participate in special projects and ensure the completion of milestones and goals. * Evaluate reports, analyze facts, perform research, and prepare detailed responses. * Develop solutions for complex curriculum development matters and support METC with various installation and functional area organizations. * Establish and maintain effective working relationships with other offices and officials.
    5. Communication and Reporting: * Meet with key leaders and coordinating officials to assess satisfaction, explain organizational policy and procedures, and resolve significant problems. * Update leadership and program staff on issues related to the development and implementation of effective training programs. * Present findings in reports and briefings.

    Qualifications:

    • Education: Bachelor's degree in education, Instructional Design, or a related field.

    • Experience: Minimum of 3-5 years of experience in instructional systems support, curriculum development, or a related area.

    • Education/Years of Experience Trade-Off
      -- Associate degree + 7 years' experience
      -- High School + 9 years' experience

    • Skills:

      • Strong understanding of ISD/SAT processes.
      • Proficiency in educational technology and curriculum management systems.
      • Excellent organizational, analytical, and problem-solving skills.
      • Effective communication and interpersonal skills.
      • Ability to work collaboratively with diverse teams and stakeholders.

    • Background: METC is the largest military medical education and training facility in the world, resulting from the 2005 Base Realignment and Closure Commission legislation. It offers 48 medical training programs and graduates over 21,000 students annually.
