    We assist with:

    Securing healthcare services (medical home, dental care, wellness programs)

    Linkages to mental health and substance abuse support

    Guidance with benefits enrollment (health insurance, income support)

    On-site counseling, therapy, support groups, and assistance with emotional well-being and relationship challenges

    Life skills development to foster independence

    Community reintegration through social activities and connections

    Transportation and accompaniment services

    Additional support to achieve long-term housing stability

    About the Role Joyous Ventures is seeking a dedicated and experienced Program Manager to lead operations at our interim housing facility serving justice-involved individuals experiencing homelessness. This role is central to ensuring high-quality service delivery, staff coordination, and compliance with funder and regulatory standards. The ideal candidate is a strategic leader with a trauma-informed approach and a deep commitment to equity, dignity, and community healing.

    Key Responsibilities

    Oversee daily operations, including staff supervision, scheduling, and resource allocation

    Recruit, train, and onboard staff and volunteers

    Conduct performance evaluations and facilitate ongoing professional development

    Lead or delegate weekly staff meetings, daily huddles, and shift exchanges

    Promote a collaborative, respectful, and mission-aligned work culture

    Ensure programs meet the diverse needs of participants and align with organizational goals

    Maintain accurate records and prepare timely reports on program activities and outcomes

    Coordinate educational, vocational, and recreational programming tailored to participant needs

    Provide direct support including intake assessments, case management, and crisis intervention

    Partner with external service providers to connect participants to healthcare, education, and employment

    Advocate for equitable access to services, especially in healthcare and behavioral health

    Conduct regular chart audits (CHAMP, HMIS, CMS, MedCall, and program files) with support from Compliance Coordinator.

    Ensure charts meet standards set by DHS, JCOD, ODR, and Joyous Ventures

    Confirm participants are receiving care as outlined by funders and organizational protocols

    Submit all required weekly and monthly reports accurately and on time

    Provide 24/7 on-call crisis intervention and de-escalation support

    Attend staff meetings, supervision sessions, case conferences, and required trainings

    Ensure full compliance with regulatory and organizational policies

    Perform other duties as assigned to support facility success

    Qualifications

    Minimum 1 year of experience in program management, housing services, or justice-involved populations

    Strong leadership, communication, and conflict resolution skills

    Ability to manage crisis situations with composure and empathy

    Commitment to trauma-informed care and harm reduction principles

    Willingness to be on-call and work flexible hours as needed

    Desired Qualification:

    Bachelor’s degree in Social Work, Public Administration, or related field preferred

    Familiarity with DHS, JCOD, ODR, and HMIS systems preferred
