    Position Title: CPA/ACCOUNTANT

    Supervisor:      CEO    

     

    Job Summary: Oversee all accounting, financial reporting, and treasury functions. Responsible for monitoring cash flow requirements, cash management, and rate setting criteria.  Supervises accounts payable, accounts receivable, payroll, general accounting, and tax functions. Prepares monthly, quarterly, and annual financial reporting as required.  Prepares and monitors the five-year financial plan. Reports to CEO.

     

    Essential Duties and Responsibilities:

     

    • Preparation and analysis of monthly/annual financial reports.  Assure compliance with GAAP.  Responsible for keeping up to date on regulatory changes effecting IRUA as they relate to accounting and finance.

    • Prepare financial reports to lenders including, but not limited to federal and nonfederal quarterly reports, monthly report, project pay estimates, project pay requests, annual budget reports, documentation of expenditure compliance on federal projects and coordination with funding agencies as necessary.

    • Responsible for management and compliance of IRUA’s cash reserves policy.

    • Oversee IRUA’s financial management of its short term and long term debt vehicles and cash flow.

    • Development and monitoring of five-year financial plan.

    • Maintain, track and code IRUA’s general ledger listings, and verify proper coding and tracking of IRUA payables. Responsible for management of policy and overseeing filing, review and maintenance of all checks.

    • Prepare and file quarterly and annual payroll tax reports and issue W-2 and 1099 forms.

    • Bi-weekly payroll review, direct deposit, and assure timely payment of payroll taxes.

    • Manage policy and oversee accounts payable; vendor sales tax exemptions, and filing for sales tax refunds and administer tracking of sales tax exempt suppliers. 

    • Property, liability, and workers compensation insurance renewal and claims management. Work with CEO to assure adequate and appropriate coverages. Maintain property listings, vehicles and construction equipment information, including depreciation schedules.

    • Accounts receivable invoicing, monitoring, and deposits.

                           

    • Involved in administration of IRUA’s 401(k) retirement plan, including bi-weekly deposits and year-end audit by third party administrator.                   

    • Responsible for all fixed asset records management including vehicles and licensing.

    • Preparation and completion of annual financial audit, assuring accuracy and completeness of information. Efficiently, accurately and professionally work with IRUA’s retained auditing firm.

    • Cash management including monitoring of reserve requirements, investments, lines of credit, minimizing interest expense, and maintaining banking relationships.

    • Maintain a USDA-RD approved cost accounting system for all federal construction projects meeting the requirements of federal reporting.

    • Work with engineering department as directed on project cost estimates and provide information on unit costs of pipe installation and wastewater systems to assist engineering in projecting construction cost of all projects.

    • Coordination of loan closing and interim financing of new construction projects.

    • Inventory cost tracking of pipe, grinder pumps, meters, and all major equipment.

    • Oversee and administer company credit cards and tracking and detailing of fleet vehicle files.

    • Administer IRUA’s fraud control and prevention/checks and balances processes.

    • Assure Form 2290 heavyweight vehicle tax is paid timely and accurately.

    • Train and manage finance department staff.

    • Perform other duties as assigned.
