    The Procurement Manager is responsible for the day-to-day corporate purchasing organization, including management of the Procurement staff, review of purchase agreements, conducting negotiations on vendor terms, approval of purchase orders and blanket purchase orders, and national account management. The Procurement Manager is responsible for ensuring that all procurement activities performed by Buyers are compliant with corporate policies and procedures as well as government accounting requirements as specified in the FAR and/or any other requirements pursuant to contracts or other regulatory compliance. The Procurement Manager works with operations and each subsidiary to ensure proper adherence to the established procurement policies, and support actual procurement needs as deemed necessary based on activity level.

    Required Skills

    • Oversee and manage day-to-day activities of the Corporation’s Procurement Department.
    • Manage purchasing activities, tasks and functions that apply more broadly beyond a single contract.
    • Ensure that purchase order processes, and acquisition processes comply with applicable FAR clauses, DFAR clauses and other applicable laws and regulations.
    • Manage negotiation of corporate-wide vendor agreements.
    • Oversee the complete purchasing process, including the analysis of suppliers, identification of the requirements for purchasing the product, and execution and implementation of the contract.
    • Coordinate the vendor prequalification process.
    • Establish monitoring protocols for vendors through implementation of mandatory annual recertification and semi-annual performance evaluations.
    • Oversee the development and delivery of department training and communications regarding procurement, as well as procurement compliance related subject matters.
    • Provide support for DCMA Contractor Purchasing System Reviews.
    • Management of corporate vehicle lease agreement and leasing of vehicles in support of company requirements.
    • Management of corporate copier lease agreements, leasing of copiers in multiple facilities in support of company requirements.
    • Management of corporate-wide national accounts for supplies, equipment and materials.
    • Assume other duties related to procurement as assigned.

    The successful candidate must have a minimum of ten years of experience and knowledge in the field of federal government contracting and procurement, five of which must be at a management level.

    • Experience in federal government contracting acquisition management.
    • Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS pertaining to acquisition of materials, equipment and supplies.
    • Experience with federal law and regulation and industry standards regarding compliance in the field of Federal Government Contracting.
    • Experience drafting, reviewing and negotiating vendor agreements and other transactional documents.
    • Ability to develop and deliver presentations, educational programs and/or workshops.
    • Experience trouble-shooting complex problems.
    • Experience building strategic vendor and customer relationships.
    • Strong writing and research skills.
    • Strong communication, collaborative, analytical and strategic skills
    • Skill in organizing resources, establishing priorities and balancing competing demands.
    • Ability to work collaboratively with operations and other departments.
    • Bachelors Degree in Business or related field.
    • CPM (Certified Purchasing Manager) certification a plus.
