    POSITION OVERVIEW:

    The Senior Security Administrator (SSA)/Local FSO provides, direction, and guidance to the Security Administrators.  The SSA is responsible for monitoring corporate industrial security policy, ensuring corporate contracts comply with the National Industrial Security Operating Manual (NISPOM), and other applicable national security directives.  As a local Facility Security Officer, the SSA will supervise and direct security measures necessary for implementing applicable requirements of the NISPOM and related Federal requirements for classified information, at the local level, to include obtaining and maintaining the Local Facility Clearance. In addition the SSA will supervise the Information System Security Manager (ISSM), to ensure all information systems requirements are in accordance with NISPOM and NIST Requirements.

    This position reports to the Director of Industrial Security. The SSA works under minima l day-to-day supervision and assists in tasking Security Administrators, who are located in various corporate offices around the country.  The SSA reviews and verifies the accuracy of data provided by Security Administrators, including, but not limited to, the processing of employee security clearances, indoctrination and orientation briefs, maintaining DD254's as well as the processing of Company badges, access cards, and visit authorization  letters. As necessary, the SSA will implement procedures and plans to safeguard classified materials and will perform local administrative, personnel, and facility security inspections.

    PRIMARY/MAJOR DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

    • Assuming functions and activities of the Director of Industrial Security and FSO during their absence.
    • Assisting the Director in overseeing day to day Industrial security facility operations and administering industrial security programs in accordance with the National Industrial Security Program Operating Manual (NISPOM), applicable laws, regulations, and DDD contractual requirements.
    • Supervising special access programs, analyzing security procedures, and implementing process and procedure improvements.
    • Supervising security inspections of local facilities, inspecting overall security processes on a regular
    • basis to ensure security compliance with law, regulation, policy, and the National Industrial Security
    • Program (NISP).
    • Supervising and verifying accurate preparation of essential reports, troubleshooting industrial security issues, and providing assistance in responding to all concerns and queries from government agencies and company management.
    • Must exercise discretion and independent judgment with respect to sensitive security decisions and timely execution of security procedures and processes; which have potential to impact the company's ability to execute global government contracts.
    • Responsible for assisting in supervising and ensuring proper execution of all aspects of the corporate industrial security program.
    • Assisting in training all industrial security employees to ensure they are properly qualified, trained, and maintain, in accordance with applicable laws and Supervises the processing of security clearance paperwork, including collection and review of relevant documents and information for completeness, consistency, and ensuring all clearances are activated as required.
    • Assists in creation and maintenance of personnel security records and databases, as well as submission of
    • Assists in conducting audits of the internal database, filing systems, and tracks all Department of Defense security clearances associated with the corporation, subsidiaries, and/or government agencies as appropriate.
    • Manages, prepares, tracks, and monitors classified contracts and Department of Defense Contract
    • Security Classification Specification forms assigned to the Alutiiq family of Companies.
    • Evaluates and assesses contract documentations and
    • Ensures compliance with all security requirements for personnel, information, and communications security.
    • Manages the local Security Program including the industrial security, insider threats, and other security areas, as it pertains to the Local Facility Clearance. Also assists in maintaining the Corporate Security
    • Ensures compliance with the National Industry Security Program (NISP) and the National Industry
    • Security Program Operating Manual (NISPOM).
    • Assists in the execution of Insider Threat Program as directed by Executive Order 13587 and other applicable laws and regulations.
    • Guides and assists members of the Industrial Security team in executing specifically delegated duties.
    • Responsible to the Director for ensuring implementation and enforcement of day-to-day Security Policies and Procedures.
    • Provides assistance in implementing various Security Programs and-Procedures for-classified or proprietary materials, documents, and equipment.
    • Provides security guidance and advice regarding all aspects of security operations commensurate with assigned duties and responsibilities concerning general facility management and maintaining Physical
    • Security integrity of designated facilities.
    • Coordinates and conducts Security Self Inspections, Tests, and/or Reviews these activities to ensure proper protection and/or corrective measures are taken when Security Violations and/or Vulnerabilities are discovered.
    • Prepares for and participates in Local, and Corporate DSS assessments.
    • Implements Local Security Education, Training, and Awareness Programs and conducts periodic Security Assessments.
    • Assists in managing the processing of initial security indoctrination briefings, debriefings, and annual refresher briefings.
    • Ensures proper execution of Visitor Control functions to include processing of incoming and outgoing visit requests and verifying incoming visitor identification, prior to allowing entrance into controlled areas in accordance with established local procedures.
    • Supports the maintenance of Contract Security Classification Specifications (DD Form 254) and has a working knowledge of DD254 practices.
    • Maintains proficiency, knowledge and understanding of industrial security community policy changes and communicates information to relevant personnel.
    • Possesses and maintains proficiency in SIMs, JPAS, e-FCL and ISFD (and the systems replacing these programs).
    • Manages proper execution preparation, issuing, collection, record keeping and destruction of corporate access control badges in the Contiguous United States.
    • Verifies fingerprints are properly uploaded via SWFT.
    • Manages coordination of periodic re-investigations.
    • May be required to work beyond normal work hours to complete time sensitive projects.
    • Responsible for submission and maintenance of all required documentation pertaining to Local Facility Clearances.
    • Assists in the hiring process of Industrial Security positions, and ensures all members of the team are in compliance with applicable laws and regulations.
    • Must be able to work in a high paced environment

    REQUIRED QUALIFICATIONS:

    • Associates degree in Homeland Security, Emergency management, Security management is recommended. Can be waivered by the hiring manager if the candidate has at least four years of experience in the Industrial Security field
    • Travel maybe required to perform duties and/or attend training. Estimated annual travel is approximately 10-25%.
    • Must possess a strong working knowledge of Microsoft Office software as well as other security management programs and databases used in the security management field.
    • In depth understanding and experience in executing NISPOM requirements.
    • Must possess strong interpersonal skills, be able to communicate professionally and effectively with senior officials, coworkers, and outside agencies.

    REQUIRED EXPERIENCE:

    • Four years of experience in an Industrial Security position. Can be waivered by the hiring manager if the candidate possesses other applicable skills and/or experience relevant to the Industrial Security profession.
    • Must possess and demonstrate excellent attention to detail.
    • Must possess strong time management skills.
    • Must have or be able to obtain and maintain a Department of Defense Security Clearance_
    • Must possess strong interpersonal skills, be able to communicate professionally and effectively with senior officials, coworkers, and outside agencies.

    Must be able to work with little or no supervision and achieve the required result.
