    Job Description

    Position: Regulatory Manager (Energy - Oil & Gas, Power, Renewable)

    Location: Greater Denver Area

    Summary

    We are seeking a Regulatory Manager to support our client, a consulting firm specializing in energy. This is a key position within the organization that is responsible for providing regulatory and project management support to multiple clients in complying with federal, state, and local regulations as they pertain to upstream and midstream oil and gas operations in addition to renewable energy developments.

    Job Responsibilities and Functions

    • Responsible for the management of federal, state, and local permitting projects. This includes COGCC Form 2/2A, 4, BLM APD, and sundries. Tasked with collecting required data to ensure accuracy and timely submittals of regulatory forms.
    • Responsible for assisting with efforts to compile data from clients and other third-party entities to submit accurate and on-time completion reports to COGCC (utilizing Form 5/5A) and BLM.
    • Responsible for assisting in all necessary tasks through hands-on help and team management for municipal and county level permitting.
    • Responsible for providing regulatory compliance.
    • Responsible for maintaining internal tracking systems to identify upcoming regulatory requirements for continuing compliance with regulations.
    • Responsible for monitoring upcoming operations and required filing dates as well as preparing associated reports as requested.
    • Responsible for assisting with special projects and research as required.
    • Responsible for the ongoing maintenance of associated well records (both electronically and in paper file form).
    • Responsible for establishing and fostering positive relationships with county, city, state, tribal, and federal governmental regulatory personnel as required.
    • Responsible for analyzing and communicating new and revised governmental regulations to interested parties.
    • Responsible for the day to day and project management of 1 – 2 Regulatory Analysts and/or Coordinators.

    Experience:

    • At least 4+ years of oil and gas experience with an excellent understanding of operations as they pertain to the position (including: drilling, geology, logging, completions, location assessment, etc.).
    • Federal permitting experienced is required (AFMSS experience preferred).
    • Exposure to wind and solar development permitting process is desired.
    • Direct experience with Colorado permitting (including 2/2A, 5/5A, and Form 4 permitting and county/municipality).

    Requirements:

    • Minimum: 4 years in a hands-on regulatory capacity strongly.
    • Bachelor’s degree in related field or 6+ years of regulatory experience.
    • Ability to confidently interface with regulatory agency personnel.
    • Exceptional attention to detail.
    • Intermediate to advanced experience with Microsoft Office products (including: Office, Word, Excel, Data Bases, Power Point).
    • Excellent communication skills and the ability to readily interface with diverse personnel including senior management, field personnel, agency personnel, officials, clients, and the public.
    • Strong interpersonal skills and the ability to work in multiple cross-disciplinary team-oriented groups (including: Land, Geology, Engineering, etc.).
    • Functionally effective understanding of Colorado governmental well-permitting regulations.
    • Strong organizational skills and the ability to multitask daily with assorted changes to forms, procedures, and competing deadlines and workloads.
    • Ability to communicate fluently in English (written and verbally).
    • Ability to perform job duties in a rapidly changing environment with competing priorities and sometimes under stress.
    • Must possess the minimal experience listed above and requirements outlined herein.

    Other Requirements:

    • Must be able to pass a pre-employment background screening, which may include criminal background check and/or a drug test.

    Work Environment

    This position operates largely in an office environment.

    Physical Demands

    In the performance of the duties and responsibilities of this job, the employee is required to have visual acuity to operate a motor vehicle and view a computer terminal. While at work, the employee may be expected to sit, walk, and stand. Individual might be asked to climb, balance, stoop, kneel, crouch, reach, and/or crawl. Individual might be required to lift, carry, push, or pull up to 50 lbs. in the performance of this position.

    Position Type & Working Hours

    This is full-time during the hours of Monday – Friday from 8:00 am – 5:00 pm.

    Travel

    Typically not required for this position. However, occasional field, onsite, and client meetings may be required.
