    Description:

    The Construction/Civil Engineer is responsible for designing and planning civil engineering projects such as roads, airports, bridges, harbors, dams, irrigation systems, pipelines, and power plants. Duties may include analyzing maps, blueprints, drawings, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects. Works independently to achieve day-to-day objectives with significant impact on operational results or project deliverables. Responsible for entire projects or processes within a technical area. Typically responsible for coaching and reviewing the work of lower level technical staff. Develops technical solutions that require collaboration with internal experts, deep analyses and understanding of impact on end-product/solution. Develops solutions to technical problems and issues that are unclear and require deep technical knowledge. Communicates with internal and client project team members. Works to influence team members regarding solution design, process and/or approaches. Requires deep understanding of and ability to apply principles, theories, and concepts of technical domain and has broad understanding of other related specialty areas. 75% on site at AGL Regional Office (Chicago) and 25% Telework. Candidate must be located in the Chicago area. 25% Travel Required.

    Responsibilities include:

    The Construction/Civil Engineer shall provide technical support to the Infrastructure Engineering Center, for accomplishment of project engineering packages:

    Develop site specific project plans and specifications for solicitation and contracting of engineering projects for FAA approval and acceptance.

    Perform site surveys to collect site-specific project data and research all (state, local, federal, FAA, etc.) standards, construction codes and ordinances.

    Provide analysis, recommendations, and solutions to issues identified during the site survey.

    Prepare summary trip reports within two working days of trip completion.

    Compile and complete project documents as follows:

    Scope of work and project transmittal.

    Drawing and specification lists.

    Operational Risk Management checklists.

    Furnish information required for the preparation of Purchase Requests (PR) for assigned projects.

    Furnish information required for the preparation of NAS Change Proposals (NCP) for assigned projects.

    List Government furnished properties.

    Prepare Airspace case documents.

    Complete assessment of engineering impacts on Environmental & Safety Compliance Program Project checklists.

    Drawings and specifications.

    Engineer cost estimate for project plans per FAA Standard/guidelines.

    Estimate completion time and project schedule.

    Provide technical engineering support for all phases of assigned new construction and renovation projects (i.e. evaluate shop drawings, design proposals, and interpret the technical requirements for adherence to contract documents).

    Participate in Joint Acceptance Inspections (JAI) and Contractor Acceptance Inspections (CAI) on all assigned projects and provide recommended resolutions on all items relating to engineering.

    Perform engineering studies for feasibility and cost versus benefit.

    Provide technical input to the Government Technical Interpreter in actions to plan, budget, program, and coordinate the development of engineering projects.

    Develop project drawings in accordance with the FAA Standard/guidelines.

    Required Qualifications:

    General Engineering Degree (B.S.).

    Minimum 5 years of experience as Project Engineer and/or Resident Engineer with Civil Engineering Design and experience with tower, shelter and similar structure projects.

    Knowledge of Unstaffed Infrastructure Sustainment (UIS) facilities

    Knowledge of National Airspace System Equipment Tower (NASET), National Airspace System Equipment Building (NASEB), Heating Ventilating and Air Conditioning (HVAC), power, general building construction techniques, Hazardous Materials (HAZMAT), fire detection, security, site work.

    Desired Qualifications:

    Knowledge of Corporate Work Plan (CWP)

    General Engineering BS Degree and 4 - 8 years of prior relevant experience or Masters with 2 - 6 years of prior relevant experience.

    Requirements:

    U.S Citizenship is required.

    Candidate must be able to obtain Public Trust clearance.

    This position is hybrid and will require 75% on site at AGL Regional Office (Chicago) and 25% Telework.

    Candidate must be located in the Chicago area. 25% Travel Required.
