  • Responsibilities

    JCDS is seeking a Financial Oversight Executive Consultant with demonstrated experience delivering expert financial guidance to senior executives in the Federal Government.

    Represent and lead VHA’s office of finance daily operations responding to the Government Accountability Office (GAO) High Risk List (HRL) area of concern for VHA resource management in a joint project with VHA Office of Finance and VA’s Manpower Management Office (Manpower). In this role, you will coordinate and negotiate with VA stakeholders and members of the VHA office of finance senior staff to remove VHA from the high-risk list for resource allocation and management.

    This senior-level, full-time position is in Washington, D.C. (Please note: due to COVID-19, this position is in a telework status until social distancing restrictions are lifted.)

    MINIMUM QUALIFICATIONS.

    • 10 years or more of consultant experience working with executive/SES-level clients.
    • Bachelor’s degree in finance, accounting, or auditing. MBA preferred.
    • CPA preferred.
    • Experience managing projects for large Cabinet-level federal agencies, ideally for the Department of Veterans Affairs.
    • Ability to work onsite in Washington, D.C.
    • Ability to obtain and maintain a public trust clearance.
    • Legal authorization to work in the U.S.

    JOB DUTIES.

    • Review finance and budgetary policy, guidance; write and coordinate the writing of joint papers.
    • Coordinate and advise senior leaders in finance and budget.
    • Coordinate working groups, teams and sub working groups established by VHA.
    • Assist in business process re-engineering and continuous improvement.
    • Provide organizational change management that may include stakeholder analysis, stakeholder readiness assessment, stakeholder management, site visit coordination.
    • Collect, review, organize documents and artifacts used and produced by working groups.
    • Produce planning documents.
    • Provide leadership briefings and whitepaper development.
    • Provide meeting agendas and meeting notes as required.
    • Support production of weekly and monthly reports.

    DESIRED SKILLS.

    • Skilled in handling difficult clients, being diplomatic and leading from behind.
    • Experience with federal government financial management, resource management, budgeting, or financial policy.
    • Experience with organizational change management (OCM) of large distributed government agencies.
    • Ability to negotiate with and coordinate organizations with senior leaders participating.
    • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
    • Capable self-starter with a drive to get all types of work done and high attention to detail.
    • Excellent ability to communicate across most mediums and settings.
    • Knowledge of military and Veteran populations.
