    Senior Policy Analyst – Remote/DC

    JCDS is seeking a Senior Policy Analyst to join our team to support the Department of Veterans Affairs (VA) in addressing the Government Accountability Office’s (GAO’s) concerns with ambiguous policies and inconsistent processes within the Veterans Health Administration (VHA).

    Minimum Qualifications:

    • Minimum of 6 years of relevant professional experience
    • Bachelor’s degree or higher in a relevant discipline (Legal, Risk Management, Clinical, or Health Care Administration)
    • Strong organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines
    • Powerful problem solving, applied reasoning, and analytical skills; experience translating analysis into clear recommendations and concrete action steps for diverse audiences
    • Strong verbal and written communication skills, including reports and presentations
    • Ability to work in a dynamic, collaborative, and results-driven environment
    • Means to build and manage client and professional relationships at all levels
    • Track record of thinking strategically to effectively assess problems and assemble solutions and accept accountability for delivering results
    • Proficiency in the Microsoft Office suite of products with an emphasis on Word
    • Ability to obtain and maintain a Public Trust Clearance
    • Legal authorization to work in the U.S.

      Job Duties:

    • Developing and implementing policy requirements that include legal authority, performance metrics, resource needs, costs analysis, and communications plans
    • Identifying policy content and process areas of improvement based on quantitative metrics and evolving VA and VHA organizational needs and priorities
    • Assessing VA and VHA current state and future state as it pertains to policy, offering solutions to policy-related organizational challenges, and conducting market analyses to integrate best practices in policy development
    • Coordinating with offices across VHA to ensure a united response by VHA to GAO’s concerns regarding systemic organizational issues, including oversight, finance, human resources, training, and IT
    • Developing and updating client deliverables including process guides maps, weekly and monthly status reports and briefs, policy analysis, policy development training, and client presentations in diverse formats
    • Reviewing local medical facility policies to assess implementation challenges and provide recommendations to improve national policies
    • Responsible for managing a portfolio of polices and conducting in-depth analysis to ensure national policies comply with current statutes and regulations, include national program oversight mechanisms, and do not institute unfunded mandates to medical facilities

      DESIRED SKILLS AND EXPERIENCE:

    • Master’s degree in a relevant discipline
    • Project Management Professional (PMP) Certification
    • Proficiency in document management software such as SharePoint and Salesforce
    • Understanding of quality assurance and quality control processes in healthcare or policy
    • The ideal candidate is a self-starter with proven critical thinking, communication, client relationship, and writing skills
