    Job Description

    JLGOV has a great opportunity for an ISSE to ensure that all customer system or application deliverables meet the requirements of DoD and Navy Information Assurance (IA) policy. Furthermore, the Candidate shall create Assessment and Authorization (A&A) packages and provide Authority to Operate (ATO) maintenance for the entire range of Information Systems (ISs) necessary for NAVSOC. The Candidate shall not perform services that provide inherently Governmental functions. All work performed under this opportunity shall be per the Department of Defense RMF polices. The Candidate shall perform all required and approved ISSE RMF process steps per the requirements below. IT IS ANTICIPATED THAT THERE WILL BE THREE ONGOING RMF PACKAGES DURING THE YEAR.

    THE RESPONSIBILITIES ARE NOT LIMITED TO THE FOLLOWING, BUT IS A HIGH LEVEL OF THE EXPECTATIONS. THE PERIOD OF PERFORMANCE SHALL BE A ONE-YEAR BASE PERIOD AND FOUR ONE-YEAR OPTION PERIODS.

    MUST BE A U.S. CITIZEN AND HOLD AN ACTIVE SECRET CLEARANCE

    a. The Candidate shall register and utilize the Enterprise Mission Assurance Support Service (eMASS) for RMF. The Candidate shall utilize the RMF authorization processes with all A&A work. A&A work performed shall utilize the RMF processes. All package authorizations shall be processed as RMF packages. The Candidate shall register and utilize eMASS [FMECUNSC(1] for data entries and fulfill the ISSE or Validator roles in eMASS throughout the authorization process for package creation and reauthorization purposes.

    b. The Candidate, with support from the Package Submitting Officer (PSO), categorize the system and support the Information Systems Security Manager (ISSM) in recommending to the Authorizing Official Cyber Security Analyst (AO/CSA) mission criticality. The Candidate will validate the impact value for the overall confidentiality, integrity, and availability of the system based on the high water mark and operational mission considerations and determine the information types’ provisional security impact values using CNSSI 1253.

    c. The Candidate shall initiate, develop, maintain, and track the Security Plan (SP). The information in a SP will be entirely contained within eMASS and the SP exported from eMASS during reviews. The SP will be updated throughout each step of the RMF process.

    d. The Candidate with support of the PSO and ISSM, identifies and tailors the system’s security controls, to include applying overlays and identifying any Common Controls based on the output of RMF Step 1, System Categorization. The Candidate shall review the SC and control enhancements to determine the values for the identified parameters.

    REQUIREMENT:

    A minimum Information Security Engineer with at least 5 years of related experience with DoD Assessment & Authorization packages. A minimum of Sec+ certification is required. Practical experience in cybersecurity, engineering, A&A testing is highly desired. In addition to having a minimum secret level clearance.
