  • Responsibilities

    Summary:

    Responsible for building and developing operations for the Department of Energy (DOE) and the Department of Defense (DOD) sector projects at single or multiple sites. The position requires networking with customers and partners (established and new), working with established workforce, recruiting new team members and supporting the new craftsman training programs. Safety, quality, schedule compliance, ability to manage several complex projects simultaneously and work within project budgets is essential to the success of this position.

     

    Key Summary of Responsibilities:

     

    • Business development and Operations responsibilities: Booking, managing and achieving target profit margins for multiple clients and multiple projects with a single project ranging from $250K-$10MM.
    • Leadership: Provides direction and oversight to Project Managers, Site Managers, and Site Superintendents. Will have shared responsibility for the interface with Regional Safety Manager, Estimating, Cost Controls, Scheduling, QA/QC along with interface with HR, Legal, Finance, Contracting and Procurement.
    • Key Client Liaison: Act as primary liaison and point of contact at multiple sites with client personnel (PM’s, Engineers, VP’s etc.) or other site level senior management. Develop and maintain a clear understanding of target customer strategy including unique knowledge of standards, culture, relationships and success measures.

     

    Essential Functions:

    • Serve as a business team manager for the government utility sector/market. Responsible for setting the northeast gas strategy, opportunity qualification and analysis; client and industry positioning activities; teaming and capture strategy; competitive analysis; and proposal strategy, oversee preparation, and submittal of related work.
    • Generate and foster positive client, subcontractor, vendor and industry relationships including developing and executing a focused Client Engagement Plan.
      • Develop and maintain a Business Development Plan. Maintain relationships with strategic corporate partners and recommend opportunity- specific teaming arrangements to maximize win probability.
      • Negotiates contracts and agreements with federal and state agencies and other organizations. Prepares budgets for funding and implementation of projects.
      • Manage Salesforce records for all assigned pursuits.
      • Generate/approve/deliver value propositions that enhance our competitive position and achieves client goals/objectives or desired end states. Lead decision gate reviews and recommend go/no-go decisions.
      • Responsible for safe work practices and implementing company safety programs throughout the area of responsibility.
      • Provide direct leadership to designated management, including coaching and mentoring employees to achieve a high level of performance.
      • Oversee and/or lead multiple construction projects including job site visits to ensure project is constructed in accordance with design, budget and schedule. This also includes interfacing with client management, subcontractors.
      • Authorize/approve all project personnel transactions (hiring, transfers, wages, etc.) purchase requisitions change, request, etc.
      • Ensure senior management is proactively kept abreast of potential problems, work interference, schedule difficulties, employee issues and/or customer issues.
      • Act as the point of escalation for complex problems, both of a technical and non-technical nature, assisting in the assessment of root cause and the resolution of problems. Oversee preparation and resolution of claims. Assume a lead role in jurisdictional disputes, union grievances and/or labor litigations as required.
      • Actively participate in Internal Project Reviews; review typically will cover compliance with design requirements, schedules, and budgets with particular attention to the costing relating to self-performed work.
      • Implement Project Management Methodology to measure and report on contract issues, crew productivity versus bids, schedule and quality compliance, and for managing job progress for lump sum, hour or unit price work. This includes determining, identifying and correcting problem areas on loss or low profit jobs.

      Physical Requirements:

      • Ability to sit for prolonged periods of time
      • Ability to type on a keyboard
      • Ability to converse over a telephone
      • Ability to work in office and perform in corporate environment
      • Ability to physically climb stairs, balance on scaffolding, access small, confined spaces and work in excessive heat and/or cold environments due to site visits
      • Ability to travel 25%-75% of time

       

       

       

      Education:

      Bachelor’s degree in Engineering, Construction Management or Operations Management required; equivalent experience in related field considered at the discretion of management

       

      Experience:

      10 plus years’ experience in the utility construction/maintenance serving the DOE/DOD sector.

       

      Special Requirements:

      • Hold or be able to obtain a State Contractors License if necessary.
