    Job Description

    Jefferson Solutions, a well-respected government consulting company of the Jefferson Consulting Group, woman-owned small business, seeks a highly qualified individual to serve as a Mid-Level Acquisition Specialist performing the full range of acquisition services in support of the U.S. Department of Health and Human Services, Administration for Children and Families team. These services include, among other things, developing acquisition packages, supporting source selections and providing post-award contract support. Located in Washington, DC; may be locally virtual due to COVID 19 restrictions. 

     

    RESPONSIBILITIES INCLUDE:

    • Requirements Documentation Support. Provide advice, recommendations, and document support to multiple program offices in all areas of the acquisition requirements phase. Requirements support includes Statements of Work/Specifications/Requirements Documents; Acquisition Strategy Support; and Market Research and Market Surveys.
    • Pre-Award Documentation and Source Selection. Assist in proposal evaluation process and ensure written documentation to support both informal and formal source selection procedures. If formal source selection procedures are used - Prepare Source Selection Plans, assist with identification of SSEB members, instruct SSEB members on roles and responsibilities, ensure Conflict of Interest/Nondisclosure Forms are signed, prepare evaluation sheets, prepare draft of Source Selection Decision Memorandum. Other pre-award documents may include Determinations and Findings (D&Fs), Justifications and Approvals (J&As), and other required requisition package documents.
    • Post-award Support. Prepare appropriate requisition documentation for modifications (e.g. exercise of options) and assist in the resolution of contractor performance problems. Assist CORs in ensuring contractors comply with contract terms and conditions and that deliverables meet contractual requirements. Assist CORs with submitting timely Contractor Performance Assessment Reports (CPARs). Assist with contract close-out.

    QUALIFICATIONS:

    • At least 6 years of federal acquisition experience.
    • Bachelor’s Degree.
    • FAC-C/DAWIA Level II.
    • Proficiency in Microsoft Office, particularly MS Word, Excel and SharePoint.
    • Demonstrated knowledge of the Federal Acquisition Regulation (FAR).
    • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with program and contracting officials.
    • Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
    • Current SECRET clearance or ability to obtain one.
