    Job Description

    Jefferson Solutions, a well-respected government consulting company of the Jefferson Consulting Group, woman-owned small business, seeks highly qualified individuals to serve as Acquisition Support Specialists performing acquisition related services in support of the U.S. Department of Health and Human Services, Administration for Children and Families (ACF). Located in Washington, DC; may be locally virtual due to COVID 19 restrictions. Immediate opportunities.

     

    ROLE:

    Will provide direct support to ACF program offices and Contracting Officer’s Representatives (CORs); providing process improvement of all acquisitions through all phases of the project life cycle from initiation and planning through execution, monitoring & controlling, and close-out. The Acquisition Support Specialist is to ensure project cost, schedule, and performance measures are standardized, monitored, tracked and administered according to the Federal Acquisition Regulations (FAR) and Health & Human Services Acquisition Regulation (HHSAR).

    MAJOR DUTIES:

    • Assists in initial requirements development (who, what, when, where, why) and package maturation that supports the procurement of supplies and/or services.
    • Assists in preparation of post award modification packages.
    • Prepares requirement package documents to include acquisition plans, source selection plans, justifications and approvals, technical evaluation criteria, etc.
    • Prepares, controls, and reviews procurement documents and reports for accuracy.
    • Assists management with strategic planning including market research, evaluations, studies, analyses, reports.
    • Provides program meeting support to include administrative and scheduling responsibilities.
    • Conducts business data analysis of program information to ensure compliance with regulations, identify trends, provide information to other decision-makers and assist in responding to the results of audits, inspections, management reviews and other evaluations.
    • Tracks and reports contract and performance monitoring data.
    • Improve upon processes related to preparation, review, update and coordination of pre-award solicitation documents/acquisition packages and post award management.
    • Assist in ensuring documents are in accordance with Federal law, departmental regulations, and procedures applicable to the acquisition process and to the administration of contracts.

    · Assist program offices in creating, updating, and enhancing internal acquisition documents.

    • Development of standardized Pre and Post Award templates.
    • Develop Standard Operation Procedures (SOPs).

    QUALIFICATIONS:

    · At least 6 year of experience in acquisition or related field.

    · Bachelor’s Degree.

    · Current SECRET clearance or ability to obtain one.

    · Proficiency in Microsoft Office.

    · Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with program and contracting officials.

    · Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
