    The purpose of the Facility Chief Inspector is to inspect and coordinate the construction project and ensure the contractor performs in a workmanlike manner in accordance with the Company specifications. The Chief Inspector ensures the project proceeds in accordance with the Contract Document requirements and Construction Drawings and all necessary forms are completed and transmitted to the Regional Construction Office. The Chief Inspector works under the direction of the Regional Construction Office. • The Chief Inspector delegates responsibility and accountability to tasks to the personnel executing those tasks and accepts responsibility for quality of all tasks executed on the project under the span of control for the Chief Inspector. • The Chief Inspector will encourage a “Safety First” culture for the Company’s employees and contractors. Safety is also a priority beyond the individual. Maintaining the integrity of the Company’s pipelines and other facilities will ensure the health and safety of customers and communities. The Superintendent will motivate personnel to complete projects while meeting the highest quality and safety standards. • The Chief Inspector takes a leadership role in building effective teams, motivating team members (Company employees and contract employees), manages conflict effectively, respects individual team members, and effectively conveys this message to team members. Inspection Areas The Chief Inspector is responsible for coordinating the activities of and assigning responsibilities to the Inspectors on the project to ensure all of the inspection functions are performed. Some combination of the following Inspectors will be assigned to the project. The Chief Inspector is responsible for explaining to each individual inspector their primary purpose, the information they require, reports they must submit, and the expectations of the Inspectors. The various operations may be divided up to a greater extent depending on the size of the project. Responsibilities: • Craft/Utility Inspector • Site Demo, Clearing and Grading • Foundations, erecting, mechanical, electrical• Ditching, Stringing, and Bending • Coating, Lowering, Padding, and Backfilling • Road Boring • Tie-ins • Erosion and Sedimentation Control • Clean-up • Other Inspection Areas including Station Work • Welding Inspector • Materials/Office Clerk • Test Engineer • Responsibilities Prior to Construction Qualifications: • Be familiar thoroughly with the scope of work, the project requirements, the Construction Drawings and the Contract Documents. • Determine the best location for the construction office trailer and working with the land agent to secure the site. • Establish an office on the site, setting up the field office project files, and making arrangements for power, phone services, an account for office supplies, and a mailing address. • Interview the office clerk (and cost analyst if applicable), issuing reference manual, and explaining required conduct, expectations, duties, Company policy, and the forms involved with the project. • Interview the welding and craft inspectors, issue reference manuals, explain required conduct, expectations, duties, Company policies, and the forms involved with the project. Review the project scope with the inspectors and determine which inspectors are qualified for the various phases of construction. • Establish contact with local agencies such as the DER, Soil Conservation District, Fish and Game Commission, DOT, and the Forestry Department (for projects crossing state-owned land). Note: the right-of-way agent and the Environmental Department will make initial contact with agencies for permits; however, they should be contacted and advised of the address and phone number where the Chief Inspector can be contacted. • Verify, through the land agent and engineer, that all permits have been acquired, and review any special requirements. • Perform a material “take-off” to verify that materials are available to complete the project. • Review the certifications of the contractor’s hydrostatic test and welder testing instruments and equipment. • Verify approval has been obtained for any proposed subcontractors. • Make arrangements with the Regional Construction Office for the pre-job meeting. • Establish welding procedures to be required for the project. • Host pre-job meeting with the Non-Destructive Examination (NDE) technician upon arrival on the project before perform task. Ensure such items are discussed in detail but are not limited to; • The technicians certifications / acuity test are complete, up to date and accurate • The technicians shall obtain current NDE Company examination procedures (RT, PT, MT etc.) • Technician shall be issued a current copy of the Company’s NDE specifications • Company film identification shall be reviewed (current weld numbering ) • NDE tech booklet shall be issued (houses correctly completed forms and Company specifications) • Record completion and distribution • NDE technician records distribution • NDE reports • Original – Placed in the projects DOT file • 1 x copy – Placed in the corresponding film boxes • 1 x copy – Turned into NDE Company for invoicing • Radiographic Technique Qualification Record • Original – Placed in the projects DOT file • 1 x copy – Placed in the corresponding film boxes • Assure the radiographer’s certification is complete and correct, that acceptable radiographic procedures are established, the technician(s) has a copy of the Company specifications, current API-1104 edition, and the technician is familiar with Company procedures for film identification, form completion, documentation for the disposition of rejects, etc. • Have the survey party initiate the construction staking. Verify that the party chief is familiar with pipeline construction, has a copy of the survey standard, and has the proper materials and equipment to perform the work. Compensation: $150,000
