    Serve as a Management Analyst 3 with the Bureau of Diplomatic Security (DS), Office of the Chief Financial Officer (CFO), Office of the Chief of Resource Management (RM). The Management Analyst 3 is responsible for contract and vendor administration support. Serve as a mid-level analyst within the CFO/Resource Management, Security Infrastructure, Office of Personnel Security and Suitability, Field Investigations Operations (PSS/FI) staff for interfacing and integrating world-wide support of DS/SI/PSS. Provides administrative support to all aspects of the DS/SI/PSS Field Investigations Operations Program under the Senior Resource Manager for SI. Responsible for execution of the PSS/FI Blanket Purchase Order (BPA) contract to include vendor outreach, contract preparation, document preparation, and submission to through the DS procurement system, exercise of option years on existing contracts, resolution of contractor pay, leave, and workplace issues while working with the PSC Contracting Officer.

     

    Major Duties:

     

    • As a management analyst for the PSS BPA, ensures that all documents are properly prepared and all transactions completed in a timely and professionally manner.
    • Interface with Program Office to learn more about mission requirements, upcoming contract requirements, and any contract performance issues.
    • Demonstrate effective time management skills to complete assignments/projects within the Department.
    • Demonstrate the ability to use the Department’s management systems such as ILMS/Ariba and GFMS.
    • Maintain eligibility for continued service by completing required training per Department guidelines.
    • Properly safeguard PII in accordance with governing regulations.
    • Provides contract administration support services:
    1. Participates in contract planning functions which may include reviewing strategic objective agreements/results frameworks, participating in program planning meetings and identifying components of the plans that should be accomplished through the participation of outside provider organizations.
    2. Collaborate with Program members in the preparation of advance procurement planning documents for each proposed action which reflect the steps required by regulation or policy in the selected mechanism's process, realistic estimates of the time required to accomplish each step and a commitment to maintain the agreed-upon schedule.
    3. Responsible for preparation and processing of Ariba actions to include but not limited to - required descriptions of the proposed activity including, as appropriate, statements of work, specifications, program descriptions, program announcements, evaluation criteria, etc. Such assistance may take the form of participation in the original drafting process, review of drafts, training in the preparation of such documents or on regulations as contained in FAR, DOSAR, and other policies.
    4. Review incoming BPA requisitions and supporting documents to ensure compliance with all agency and mission requirements and appropriateness for the proposed action, including pre-award clearances required by the FAM.
    • Facilitate vendor review and process for onboarding o Coordinate with appropriate offices and programs to ensure vetted vendors are cleared appropriately, have active SAM accounts, met criteria outlined in the Statement of Work for the BPA, and other criteria for vendor admission to the contract.
    • Perform other related duties as assigned.

     

    Qualifications

     

    • Two years as a Program Analyst 2 or equivalent experience.
    • Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum a SECRET clearance;
    • Bachelor’s degree preferred and equivalent experience.
    • 7+ years’ experience serving as an analyst in planning, developing, coordinating, and conducting analyses for overall operational efficiencies/inefficiencies, program-related trends, effectiveness in achieving planned goals, objectives, and milestones, and effective resource utilization;
    • Experience providing contract administration and operations support to an investigative organization, program, or office
    • Experience applying various laws, regulations, policies and precedents which affect the use of program and related support resources;
    • U.S. Department of State experience preferred

    What you need to bring to the table:

    • Bachelor’s degree in Software Engineering, Computer or Electrical Engineering, Computer Science, Robotics or a comparable technical degree • 4+ years of either ST (Structured Test) OR C#/C++ experience with an emphasis on PLC or motion controllers programming. Ladder Logic, Raspberry Pi, Arduino are all plus skills, but ST and/or Embedded C/C++/C# are necessary. • Experience with machine-control APIs • Familiarity developing machine controls for complex systems • Excellent communication skills, both written and verbal
