  • Responsibilities

     

    This position is critical to the successful management operations of the Directorate/Program. The incumbent provides authoritative advice and guidance to the Director and the Deputy Director and other DOS officials on programs formulation, budgeting, planning, development, execution and evaluation.

     

    Major Duties and Responsibilities

     

    • Develop/update DS office mission statement, statement of goals and objectives, and supporting organizational design and position descriptions;
    • Develop/update DS office management processes and controls;
    • Assist in development of formal office-wide and unit-specific operating policies and procedures;
    • Coordinate the program roles and responsibilities of DS and its partner policy offices through negotiating, drafting, and updating the Memorandum of Agreement;
    • Coordinate the office-wide DS budget planning process and prepare the actual budget documents, including the annual Congressional Budget Justification;
    • Identify and resolve highly complex, controversial and/or sensitive program management issues across the full range of support and delivery activities;
    • Brief officials within the State Department, US intelligence community, Congressional Members and staff, Government Accounting Office, Office of Management and Budget, and other US officials and participant nation officials, as appropriate, on plans, management, operations, budget, and key issues of the program;
    • Monitor and advise on the design, development, and delivery of comprehensive training curricula to meet the current and emerging training and equipment needs of participant nations;
    • Assist with the identification and selection of participant nations and establishment of country-specific policy and training goals;
    • Monitor and advise on the selection, acquisition and distribution of specialized equipment;
    • Recommend, coordinate development, and assist in the administration of contracts, inter-agency agreements, and cooperative agreements with commercial companies, other US agencies, non-Federal governmental organizations and others for the provision of specialized services and equipment;
    • Assist in developing and administering guidelines for assisting participant nations in sustaining knowledge and skills acquired in the program, as well as developing associated exit strategies;
    • Develop authoritative reports, papers, and other documentation on program activities;
    • As necessary, represent DS, and the Department of State at national and international law enforcement conferences and seminars, and bilateral and multi-lateral activities;
    • Act as an interface and coordinator with respect to issues involving the Office of Acquisitions and the DS Executive Office

     

    Qualifications/Job Requirements

     

    • MUST be US citizen and possess or be able to obtain a TOP SECRET clearance with ability to qualify for SCI access;
    • A Bachelor’s degree is required in criminal justice, security management or public administration;
    • Seven (7) years’ experience as a DS program manager of a $10-million+ annually budgeted program, with responsibility for program: demand analysis, delivery planning, budget formulation, operational implementation and efficiency assurance; 
    • Five (5) years’ experience as a Regional Security Officer assigned to US Diplomatic or Consular posts;
    • Technical understanding of strategic, operational and tactical level events and environments;
    • Previous experience in senior liaison and/or attaché positions;
    • Demonstrated ability to work within the context of political and operational security organizations at a senior organizational level;
    • Excellent written and oral communications skills;
    • An understanding of organizational design, operational planning, budget, and logistical activities within the Department of State framework;
    • Willingness to travel domestically and(or abroad to include the developing world;
    • Working knowledge in Microsoft applications (MS Word, PowerPoint and Excel)

     

     

    ADDITIONAL QUALIFYING FACTORS:

     

     

     

    A satisfactory background screening, negative drug test, positive references and proof of identity and legal authorization to work in the United States and for TTI are required.

    • Ability to provide advice on technology advances shaping the future of the industry including autonomous and connected vehicles, Transportation Systems Management and Operations (TSMO), Mobility on Demand (MOD) and Mobility as a Service (MaaS)
    • Ability to market ITS, innovative technology, and roadway system operations to prospective clients
    • Ability to effectively manage ITS projects and develop solid internal and client relationships
    • Proven ability to lead a practice and to lead groups of professionals
    • Experience and passion supporting staff career development
    • Active industry involvement in organization such as but not limited to ITS America, ITS state chapters, ITE, TRB, and other organizations

     

    PREFERRED SKILLS

    • Ability to provide technical advice on the following topics: 
    • Network engineering, including interconnect planning and design. 
    • Freeway management, particularly related to incident management, ramp meters, variable speed limits, and variable message signs (VMS). 
    • Systems engineering. 
    • ITS Architecture development. 
    • Entrepreneurial and consulting spirit to serve internal and external clients.
