    SRF-JRMC Detachment Sasebo (Admin Office)

    Contractor shall provide a variety of programmatic management support pursuant to the successful accomplishment of program goals governing the administration of all U.S. Civil Service, Military, and Master Labor Contract (MLC) manpower at SRF-JRMC Detachment Sasebo.  Per the direction of the Administrative Officer, the Contractor shall: 

    Contractor shall administer and coordinate the detachment manpower and position management programs. Contractor shall review organizational practices, and staffing to ensure compliance with mission, functional assignment, the position management program, and policies and procedures of the command and higher authority. Contractor shall develop and administer these programs for effective civilian staffing through functions such as recruitment, replacement, reassignment, and reduction in force.

    Contractor shall prepare all necessary correspondence, reports, data calls etc. interprets Navy directives and provides advice and assistance to the Administrative Officer regarding civilian and military manpower management. Provide support to on-going recruitment efforts by scanning/organizing and copying data for record keeping, forwarding to parent command for updating social media sites and other communication efforts for recent job announcements, and providing project support for recruitment efforts and outreach.

    Contractor shall provide administrative support for the command’s Performance Management program to include running and analyzing reports (TWMS, Excel, PowerPoint), providing plan status updates to employees and Department Heads, supporting command training functions, and organizing supportive materials (presentations, nominations, awards tracking) for monthly Awards Board meetings and yearly Annual Performance Awards Board for Sasebo. Additionally, contractor in providing back up services for the primary point of contact of the program shall assist in the check-in/out of civilians, military and contractors to include database entries and record keeping both electronic and hard copy.  This includes processing of any paperwork through the local Human Resource Office (HRO) and Personnel Support Detachment.

     

    Contractor shall administer services to military and civilian personnel functions such as personnel security requirements and maintain necessary records.  Contractor shall be responsible for the physical security and anti-terrorism programs for the detachment. Contractor shall coordinate with Base Commander Force Protection Officer and monitor Detachment compliance with directives regarding the Navy Force Protection procedures. 

    Contractor shall be knowledgeable with the management and use of the DOD Defense Travel System (DTS) its functionality and policies regarding official travel.  Additionally, Contractor shall assist the Administrative Officer in processing of United States Passport and be designated as a Passport Agent.

    Contractor shall be responsible the following personnel programs such as: Sponsorship Program, Public Affairs, Newsletter, Employee Suggestion/Survey, Legal process and Hotline.  In his/her capacity, Contractor shall develop and maintain a tracking system for internal processing of these programs and report to the Administrative Officer due dates and completion.

     

     

    Required Skills

    • Must have obtained a Secret Clearance at a minimum for this position.
    • Must have experience/training in Microsoft Suite (excel, word, powerpoint)
    • Must take PII, Information Assurance
    • Contractor personnel shall possess the necessary Command Level Administrative clerical, knowledge and skills necessary to carry out all assigned tasks
    • Please note that pursuant to a government contract, this position requires U.S. Citizenship status.
