    BACKGROUND:

    EXPORT CONTROLS GROUP (ECG) Our client (a federal government agency) is committed to using cutting edge technologies and scientific talent to make America safer. The agency is tasked with researching and organizing the scientific, engineering, and technological resources of the United States and leveraging these existing resources into technological tools to help protect the homeland. Central to the integrity and advancement of these endeavors is the need to ensure departmental compliance with applicable federal laws, regulations, and guidelines. Support services are required to provide the requisite technical expertise and programmatic assistance to meet this need, with a focus on compliance with multilateral and U.S. export controls, such as the Export Administration Regulations (EAR) administered by the Department of Commerce; the International Traffic in Arms Regulations (ITAR) administered by the Department of State; Office of Foreign Assets Control (OFAC) regulations administered by the Department of Treasury; and various multilateral regimes.

    Scope:

    The scope of this effort will be to support the operation of a centralized, comprehensive export controls compliance program to be managed within S&T, to ensure that all activities conducted or sponsored by the Department shall comply fully with:

    • U.S. export control laws and regulations,

    • (Surge Position) Intra-Departmental reviews of CFIUS cases.

    In fulfilling these oversight functions, the program will also ensure compliance with associated agency policies and procedures.

    The management structure for the Export Controls Group (ECG) is governed by various federal employees, currently, the ECG Manager, the Export Technical Lead, and the Compliance Assurance Program Office Manager (CAPM). The contractor staff will closely support the federal management on all elements discussed in this SOW. All supporting work noted in the SOW is delivered to the federal staff for their review and validation prior to processing for dissemination. The federal staff will give final approvals for all reviews and recommendations conducted by the contractor’s staff.

    Qualifications:

    Junior Analyst - Junior Analyst shall have a minimum of three (3) years demonstrated experience and knowledge of U.S. export regulations, EAR and ITAR. Have the ability to export-classify technologies, items, and services with some supervision and provide reasoned, well-thought out oral and written advice regarding proposed transactions.
