Job Summary

Heartland Consulting is seeking a Junior Budget Analyst with a strong background in DoD financial and budgeting processes to join our team in the DMV area. This role requires expertise in Program Objective Memorandum (POM) planning or the Planning, Programming, Budgeting, and Execution (PPBE) process. The position offers telework flexibility; however, candidates must reside in the DMV region. An active TS/SCI security clearance is required.

Key Responsibilities:

•Support DoD financial and budgeting processes, including Program Objective Memorandum (POM) planning and PPBE cycles.

•Assist in the preparation, review, and analysis of budgets to ensure accuracy, compliance, and alignment with organizational goals.

•Monitor budget execution, track expenditures, and provide periodic financial reports to leadership.

•Support the development and management of Interagency Agreements (IAAs) and related financial documentation.

•Utilize Correspondence and Task Management System (CATMS) to track financial tasks and ensure timely completion.

•Collaborate with program managers and stakeholders to provide budget analysis and recommendations.

•Analyze financial data to identify trends, risks, and opportunities for process improvement.

Qualifications:

• Education:

•Bachelor's or advanced degree in finance, accounting, or business.

• Experience:

•8+ years of DoD financial or budgeting experience.

•5+ years of experience with Program Objective Memorandum (POM) planning or the Planning, Programming, Budgeting, and Execution (PPBE) process.

•Experience with Correspondence and Task Management System (CATMS) and federal Interagency Agreements is desirable.

• Clearance:

•Active TS/SCI security clearance is required.

• Location:

•Candidate must be located in the DMV area. Telework options are available.

Skills:

•Strong understanding of DoD financial management processes, POM planning, and PPBE frameworks.

•Excellent analytical and problem-solving skills to support budget analysis and execution.

•Proficiency in financial reporting and data analysis.

•Experience with financial systems, tools, and task management systems such as CATMS is a plus.

•Strong communication skills and ability to collaborate with stakeholders at various levels.

Work Environment:

•Hybrid role with telework options. Candidates must be available for on-site meetings in the DMV area as required.
