Position Description:
HUMAN RESEARCH PROTECTIONS COMPLIANCE
The scope of this effort will be to support the operations of the Human Research Protections Group (HRPG) currently organized within a federal government agency. This scope of work is to ensure that all activities conducted or sponsored by the Department shall comply fully with: Federal regulations, standards, and guidelines for the protection of human research subjects; and Other legal requirements, best practices, initiatives, or developments. In fulfilling these oversight functions, HRPG also ensures compliance with associated DHS Directives and Instructions.
Tasks for the project will include supporting a centralized, comprehensive assessment program for DHS research compliance and provide regulatory support in this area, to include for example:
a) Providing support to the Government in developing or revising DHS directives, instructions, procedures, guidance’s, and other information to ensure research compliance for activities conducted, supported or funded by DHS (“DHS-sponsored”).
b) Facilitating the identification of DHS-sponsored activities subject to regulatory and compliance assurance reviews.
c) Determining documentation requirements for regulatory and compliance assurance reviews.
d) Managing the collection, analysis, and archiving of documentation for regulatory and compliance assurance reviews and record-keeping in a centralized database.
e) Conducting systematic reviews of DHS-sponsored activities for compliance with Federal laws, regulations, and guidelines in accordance with applicable DHS directives, instructions, procedures, and other guidance.
All task order staff are expected to provide high quality reviews and assignments which do not need significant grammatical, concept-based feedback, or edits from other staff (unless designated to serve in this function) or the Federal managers and leaders. Analysis of Quality will be conducted on a biannual basis by the applicable team lead or designee (i.e., open to any HRPG task order support personnel that has this skill set as a strength).
Once each contractor is cleared to work independently, the tolerance level for errors in an individual contractor’s performance is ≤10%. The is the percentage of mistakes allowed in the work without it being considered unacceptable or the tolerance level for errors in a contractor’s performance.
Education:
Bachelor’s Arts/Science Degree
Qualifications: Up to three (3) years of experience
Have strong working knowledge of human subjects’ protections regulations, and guidelines. Good written and oral communication skills, and the ability to work well with various individuals throughout a dynamic and diverse research enterprise, organize work assignments and collaborate across teams.
