    Job Description

    THE OPPORTUNITY

    The Exceptional Children (EC) Facilitator will provide operational, instructional, and administrative leadership to school-based Exceptional Children professionals in our KIPP Gaston and KIPP Halifax schools. The purpose of this position is to work with schools to address procedural compliance and educational accountability to promote the availability of a free appropriate public education in the least restrictive environment for all students with disabilities. This person’s work is guided by, and must be in compliance with, federal and state statutes and regulations. While a Gaston- and school-based position, the EC Facilitator will report directly to the Director of Student Support Services of KIPP NC in the position’s effort to support multiple schools.

    KEY RESPONSIBILITIES:

    • Oversee school-based program implementation and manage the delivery of EC services across all co-taught (push-in), resource (pull-out), and separate (self-contained) settings to include Occupational Course of Study
    • Support all EC staff with curriculum planning and instructional delivery
    • Provide instructional coaching to all EC teachers across co-taught (push-in), resource (pull-out), and separate (self-contained) settings to include Occupational Course of Study
    • Strategically navigate and apply local, state, and federal EC policies to program operations
    • Provide training, resources, and other support to ensure that EC staff abide by required federal, state, and local policies and procedures affecting students with disabilities
    • Maintain EC paperwork compliance; support with complex case analysis to include Manifestation Determination Reviews
    • Support and advise EC case managers throughout initial referral, eligibility, and reevaluation processes, including collaborating with intervention teams, developing relevant forms, scheduling evaluations, and interpreting reports
    • Oversee the transition of new students into appropriate services and programs, if eligible; contact/obtain relevant documents and records when students enroll in a timely manner; prepare and facilitate out-of-state transfer-in meetings
    • Attend IEP meetings as the LEA Representative when needed
    • Monitor data reported by EC teachers and related service providers in ECATS and PowerSchool; monitor school-based clinical tracking systems
    • Complete regular indicator reports, EC headcounts, and other compliance related documentation
    • Assist EC teachers with scheduling
    • Maintain regular communication with the EC Regional Facilitator for KIPP Durham and KIPP Gaston to ensure regional program compliance and continuity
    • Support with recruiting and onboarding EC personnel
    • Perform other related duties as assigned by the Director of Student Support Services

    KIPP NC’S EC FACILITATOR CANDIDATES WILL HAVE THE FOLLOWING:

    • A strong desire to collaborate with school leaders and Regional Support Team teammates in service of building and maintaining a strong EC program across our state
    • 5+ years of experience as an EC teacher; experience as an EC administrator, department chair, or team lead is preferred
    • EC experience within an elementary self contained setting and/or high school OCS setting preferred
    • NC Educators License in Special Education, or ability to obtain licensure
    • An understanding of the specific, unique characteristics of public charter schools, NC-specific knowledge a plus
    • Experience managing EC data systems; ECATS experience required
    • An entrepreneurial spirit and demonstrated success in building a program, department, or organization
    • The flexibility needed to accommodate the breadth and depth of responsibilities and priorities
    • Outstanding written, speaking, and organizational skills including excellence in backwards planning long-term goals, accountability, and progress monitoring systems
    • Ability to interact, professionally, with a broad range of stakeholders with different interests and needs
    • Possess a deep commitment to both racial equity and improving the lives of children from low-income communities; experience working within predominantly black, brown, and/or low-income communities
    • Understanding and willingness to work in both rural and urban communities, including exhibiting resourcefulness and willingness to travel up to five hours within North Carolina for school visits and meetings, as needed
    • Must live in North Carolina; Halifax - Gaston (Halifax, Northampton, Nash Counties are ideal, given the location of the assigned schools for this position, but not required.
