The Virginia Department of Health Professions (AUTHORIZED USER) will redesign its existing state website at the domain www.dhp.virginia.gov. The new website will replace AUTHORIZED USER’s current site with a new platform that supports the use of a Content Management System (CMS), will be mobile responsive, and will adhere to the web requirements and accessibility standards put in place by the Virginia Information Technology Agency (VITA).

The current agency website provides information to health care professionals and the general public. Health care professionals are provided information about licensure and practice in the State of Virginia, and the general public is provided information about healthcare practitioners. The site is one part of the Authorized User set of online services and serves as a gateway to those other services which include online applications and renewals, Physician profiles and License Lookup.

AUTHORIZED USER’s current site is comprised of individual sections for each of the agencies 14 boards and other programs. Content is currently managed by agency IT staff based on requests from agency staff. The current website is comprised of static HTML and database driven ASP pages. The site is hosted on Commonwealth of Virginia (COV) servers using IIS on Windows Server 2008 R2 with SQL Server 2008 databases. The servers are hosted and managed by the Northrup Gruman/VITA partnership.
A fluent command of dynamic programming languages such as Javascript, PHP and HTML 5. Additionally, an up-to-date understanding of modern and ever-changing programming languages.
The ability to design a website meant to house and process large volumes of information and in a wide variety of formats
The ability to design a website for a regulatory state agency that deals with large volumes of confidential information
The ability to design a website that will respond appropriately across all browsers and devices including but not limited to: desktop, laptop, tablet and mobile
Fluent command of meta data best practices including but not limited to: meta descriptions, meta keywords, Google Analytics and various other search engine algorythms.
The ability to design a website meant to be maintained by multiple users who will all be editing the site simultaneously. Administrative users must have the ability to delegate editing tasks to other users with lower privilages, and the ability to create users with a wide range of privilages.
The ability to design a website meant to be maintained by various users who may not be familiar with traditional programming languages. This would include a fluent understanding of various Content Management Systems such as WordPress, Joomla or Drupal.
The ability to design a website that can support multiple daily backups to run either as a chron job or manually. Additionally, the ability to export or download content after it has been uploaded.
The ability to design a website that is integrated with Google Analytics or another analytics providor in order to measure public and practitioner usage.


AUTHORIZED USER requires a new website with more dynamic site navigation and a mobile responsive structure, specifically one that allows all boards and programs to make regular content edits with intuitive CMS software instead of relying on the Data division to make manual changes from a hosted control panel or within an integrated development environment.

Authorized User’s web site was designed 10+ years ago and needs to be refreshed. The site requires a redesign to meet new standards for mobile access, improve navigation, and improve organization of agency information with the goal of providing users a simplified experience for obtaining information on professional health care licensure. A redesigned site will reduce clutter that can build up over time by providing a framework that strongly defines content areas and provides room for growth without losing the original design intent.

The objective of this project will be to provide AUTHORIZED USER’s boards and programs with the ability to maintain their own web content with the use of a CMS. The expectation is that a new website will be built and hosted at https://www.dhp.virginia.gov/ that will allow AUTHORIZED USER’s boards and programs to maintain its own web content respectively, without the assistance of the Data division for basic updates.

The expectation is that the AUTHORIZED USER would receive a redesigned site that is scalable to the degree that new content and programs could easily be integrated into the existing design. The site will reside in a secure and easily manageable CMS.

The DHP web site contains 200-300 pages of content and hundreds of agency documents (MS word and PDF) which are board documents utilized by the public. The site is hosted on COV servers using IIS on Windows Server 2008 R2 with SQL Server 2008 databases.

The project must achieve the following:

• seamlessly replace the existing website with little to no downtime
• be responsive across all devices
• provide consistent template across all agency boards and programs
• adhere to VITA’s web standards and requirements
• adhere to accessibility standards
• utilize a CMS that supports multiple users

The primary services required for the successful implementation of this project include:
• The development of a new website that is based on a template provided by AUTHORIZED USER, adheres to VITA’s web standards and requirements, and features an intuitive CMS for making content edits.
• The transition from one website to another at the domain www.dhp.virginia.gov
• Training for board and program staff on using the chosen CMS
• (If needed) Training for the agency’s Data division on best practices regarding server-side configuration, database management and security protocols.
Word Press or Drupal content management systems (CMS) in a windows environment with Microsoft SQL Server databases.
The Designer would need some experience with configuration of a CMS. They will also need experience designing and deploying web sites that meets Virginia’s Web Site standards and IT accessibility standards. They should have some experience creating pages that access a database for dynamic content pages.
