    HUMAN RESOURCES COORDINATOR/PAYROLL SPECIALIST

    POSITION SUMMARY

    This is a full-time exempt salary position that reports to the President/CEO. The HR Coordinator/Payroll Specialist is responsible for the administration and day-to-day operations of employee benefits that include payroll, health and welfare plans, and to act as the employer liaison between employees and insurance/service providers. It involves a wide range of duties to be handled with accuracy, confidentiality and discretion while ensuring the programs comply with state and federal rules and regulations, as well as credit union policies and procedures.

    GENERAL RESPONSIBILITIES

    ·  Strong knowledge of HR best practices, trends and regulatory changes to ensure legal compliance of all employee benefit programs and employment records.

    ·  Coordinate employee benefit programs that include AFLAC, group life and disability, medical, dental, vision, flex spending, health reimbursement arrangement, retirement plans, COBRA and the EAP program.

    ·   Annually re-evaluate existing company benefit programs to recommend and implement approved modifications or new plans to assure maximum coverage/benefits at a reasonable cost to the credit union and all eligible employees.

     

    JOB RESPONSIBILITIES

     · Process new employees, explain benefits, and enroll in benefit programs.

    ·  Process employee terminations and ongoing employee status changes in payroll, insurance or benefit programs. Maintain up-to-date, accurate personnel files.

    ·  Coordinate enrollment periods and initiate enrollment processes for all employee benefit programs.

    ·  Record, track and submit employee deductions for group health insurance plans, flexible spending plans and pension plan.

    ·  Maintain files of pension data, pension history, correspondence, reports, forms and IRS reporting documents such as Form 5500. Submit pension data to the appropriate plan trustee. Initiate record keeping and retrieval methods in compliance with government regulations.

    · Verify the accuracy of monthly billing statements from all insurance providers and process timely payments of the premium amounts due.

    · Distribute plan documents or other benefit plan information in a timely manner to employees.

    ·  Oversee workmen’s compensation plan and complete annual workmen’s compensation audit.

    ·  Oversee COBRA program.

    ·  Function as a subject matter expert on benefits information in order to answer employee questions.

    Act as a liaison with the broker and insurance carriers to resolve any problems or issues and ensure a quick, equitable and courteous resolution.

    ·  Prepare reports, correspondence, spreadsheets, manuals and other communications utilizing a range of computer applications.

    ·  Submit employee payroll hours/information to payroll processing vendor (currently ADP), verify accuracy of vendor payroll reports, maintain payroll records and post general ledger entries.

    ·  File annual Medicare Part D Disclosure to Centers for Medicare & Medicaid Services and provide Annual Creditable Coverage Disclosure notice to eligible employees.

    ·  Submit annual Nondiscrimination Compliance Testing Worksheet to Flex/HRA Plan Provider, currently Employee Benefits Corporation.

    ·  File annual IRS Form 720 to report/pay PCOR fee.

    ·  Collect documentation for completing annual IRS Form 990 and 1120-POL.

    ·  Other duties as assigned by the President/CEO.

    PREFERRED JOB REQUIREMENTS

    ·  HR certification and a minimum of three-years working in human resources.

    ·  Strong knowledge of human resource principles, practices and functional procedures.

    ·  Proficient in basic Microsoft products including Word, Excel and Microsoft Office 365.

    ·  Experience in a credit union or financial institution a plus.

    ·  Accounting background and a working knowledge of ADP payroll program are a plus.

    ·  Excellent written and verbal communication skills and strong organizational skills.

    YEARLY SALARY: $55,000.00 - $60,000.00/NEGOTIABLE
