Payroll Technician

Reports to: Finance Director Salary: 23.50- $28.63 hourly
Position Summary
Responsible for payroll and general ledger accounting in an on-line, real-time automated environment including transaction processing, payroll benefits administration, tax-filings and accrual computations. Responsible for balancing payroll and payables ledger to the cash position and trial balance and consolidated financial statements.
Minimum Qualifications:
• High School Diploma or GED plus four years' experience or AA Degree plus two years' experience in accounting with a primary responsibility for automated payroll processing, tax filings and benefits administration in a multi-fund environment.
• Must understand the relationship of automated payable subsystems to the consolidated financial statements.
• Must be bondable, have well-refined interpersonal skills and be sensitive to issues affecting low-income people.
Essential Duties & Responsibilities:
Reports to the Finance Director and is responsible for the payroll sub-system and its integration into the KCR Accounting System. Ensures that the semi-monthly automated payroll is produced in compliance with KCR agency rules and those federal, state and local employment statutes that are applicable.
Develops and maintains payroll/benefits master files.
• Administers medical/dental group health insurance plans and provides data for new employee orientation.
• Enrolls, computes, and makes payments for 401-K retirement plan.
• Computes and processes payroll deductions for: garnishments, dental and vision premiums, dependent health premiums, etc.
• Develops and maintains systems to withhold, process, and file state and federal payroll tax deductions: IRS, FICA, PFML, UC, and Industrial Insurance.
• Prepares employee W-2s, employment verifications, and earning records.
• Works with COBRA Consultant providing necessary documentation as required by law.
• Processes, records, and generates reports on personnel data as assigned.
• Administers holiday, illness, and vacation leave; maintains balances.
• Maintains accurate labor distribution and program responsibility reporting and accounting.
• Balance payroll payables to general ledger for month end closing.
• Acts as backup for Payables and System control Functions.
• Works with System Control Team Leader to insure system is within tolerance.
• Accepts other duties as assigned.
ESSENTIAL PHYSICAL/MENTAL FUNCTIONS
Requires walking, reaching/stretching, intermittent sitting, twisting, bending, and the ability to occasionally lift 20 pounds. Must be able to communicate with individuals with a broad range of backgrounds, exhibit cultural competency and be poverty informed. Requires accuracy, good communication, judgment, and the ability to remain calm and provide appropriate advice and information. Must be able to exhibit regular attendance.
