    REPORTS TO: STATE TECHNICAL OFFICER (RESPECTIVE STATE)

    DURATION: (21 MONTHS) WITH THE POSSIBILITY OF EXTENSIONS

    ABOUT THE PROJECT

     

    The urban population in India is growing rapidly, and by 2050 it will reach 877 million—almost two-thirds of India’s population. Contrary to the popular notion of easier access to healthcare in urban areas, the health indicators of urban poor are often comparable or worse than their rural counterparts – including immunization, cancer screening, out-of-pocket expenses, etc. While the urban poor are highly susceptible to infectious disease, they also bear the burden of non-communicable diseases due to their dietary practices.

     

    To address this widening gap, the government has launched several programs for strengthening primary health care services in Urban India – National Urban Health Mission, National Health Policy (2017), and Fifteenth Finance Commission (XV FC). Despite these efforts, there is a need to draw policy and investment focus as well ensure implementation of national programs in the Urban Primary Health Care landscape. PATH is providing Technical Assistance to states for improving access to primary health care services in select urban geographies. Under this goal, PATH will support the selected urban geographies with the following:

    1. Enhance the accessibility of primary health care services through Technical Assistance for the implementation of National Urban Health programs and Quality Standards in Health and Wellness Centers.

    2. Strengthened capacity, efficiency, and resilience of the health systems.

    3. Catalyze community engagement for healthcare systems.

     

    ABOUT THE POSITION

     

    PATH is seeking a Capacity Building specialist for PATH’s Urban Health program in select States. Key responsibilities include devising and leading activities for building capacity of the state to ensure sustainability of Urban Health interventions.

     

     

    RESPONSIBILITIES:

     

    • Technical and operational leadership on capacity building efforts for Urban Health interventions at state level.
    • Undertake needs assessment and landscaping of existing capacity building resource materials as well as stakeholder needs for ensuring sustainability of Urban Health programs.
    • Lead the process of developing and designing various capacity building modules in urban primary healthcare space including expanded package of services, teleconsultation, outreach component, MAS, Community engagement etc.
    • Spearhead development of various job aids, training materials, capacity building tools etc. for healthcare as well as outreach teams like frontline workers and MAS.
    • Coordinate with hired agencies and consultants for reviewing and finalization of capacity building materials.
    • Technical point person for innovative capacity building strategies for wider reach and effective training of targeted groups under project.
    • Develop capacity building plan and training calendar for capacitating relevant functionaries at the state, district and facility level as well as internal project team.
    • Act as a master trainer for building the capacities of internal team and external stakeholders through various capacity building sessions.
    • Undertake post-training assessment to measure and ensure effectiveness of capacity building interventions.
    • Liaison with national/ state teams for documentation of project learnings and process documentation of various capacity building efforts under project.
    • Represent PATH at national or state level and engage with state officials on a day-to-day basis.
    • Frequent travel to the state and districts as per the project and organizational requirements
    • Undertake other tasks which may be assigned from time to time by the national or state leadership.

     

    Required Skills Required Experience

     

     

    • Sc. Nursing/ BAMS/ BHMS/ BDS preferred with an essential Masters or PG Diploma in public health from a reputed university or institution
    • At least 5-7 years of experience of leading capacity building components at state/national level.
    • Prior experience of development of capacity building materials and conducting trainings of health workforce is essential.
    • Prior experience of working in primary healthcare settings is desirable
    • Technical knowledge and field experience in capacity building efforts in large scale public health programs
    • Experience with INGOs in the health sector and/ or Ministries of Health, government is preferable.
    • Familiarity with Indian public health system, flagship initiatives in health sector and relevant government policies/ strategies particularly NHM, Ayushman Bharat Health & Wellness Centers, PM-ABHIM, XV-FC etc.

     

    SKILLS/ ABILITIES

     

    • Ability to develop high quality training materials including training modules, training effectiveness assessment tools, feedback mechanisms etc.
    • Strong written and oral communication and presentation skills in English and Hindi
    • Strong coordination skills
    • Attention to detail
    • Self-starter and committed to performing his/her duties with a high degree of autonomy and independence in line with project goals and objectives.
    • Demonstrated ability to effectively collaborative in a matrix organizational structure.
    • Demonstrated ability to work in a multi-site team-based organizational structure, including partners and other collaborators.
    • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point, Outlook & Web surfing to search relevant data & documents.
    • Ability to handle a variety of assignments under pressure of deadlines
    • Ability and willingness to travel up to 50 % of his/her time

  • Qualifications
    • working knowledge of mechanical inspection and repairs
    • demonstrated mechanical and electrical equipment maintenance abilities
    • experience in 3 phase electric and AC/DC control circuitry skills are essential
    • ability to read diagrams a plus
    • repair high speed packaging machinery, PLC's, welding and machine shop skills are a plus
    • experience in the repair of Tiromat Packaging Machinery a plus

    ADDITIONAL REQUIREMENTS: Must have own hand tools.
