    PATH has been operating in Senegal since 2001, with staff members located in offices throughout the country. PATH has a proven track record in mobilizing stakeholders and building the capacity of the Senegal Ministry of Health and Social Action (MSAS) in their efforts at all levels to improve the efficiency and effectiveness of the country’s health system.

     

    The Grants and Administrative Officer will support a USAID Urban Health project (pending funder approval) designed to improve reproductive, maternal, newborn, and child health (RMNCH), family planning, nutrition, malaria, and WASH activities in the most vulnerable urban and peri-urban districts of the Dakar region. The Urban Health (UH) project will strengthen the quality of routine health services, strengthen linkages between facility- and community-based services, leverage private sector resources and services, improve the capacity of the Ministry of Health (MOH) to utilize and oversee private providers, and develop interventions and innovations to tackle root causes of health disparities in urban zones.

     

    The Grants and Administrative Officer will serve as the day-to-day main point of contact for the management and monitoring of the sub-recipients /sub-awards, including performance-based district sub-grants and innovation grants.  S/He will manage the sub-awards with an emphasis on donor compliance, accurate financial reporting, and capacity building. The position holder will be required to collaborate with project and operations teams to maintain financial oversight over sub-grantees, capacity strengthening of the sub-grantee staff, and to ensure strict compliance with donor requirements as well as PATH Senegal policies and procedures.  The officer will be responsible for ensuring compliance with the terms and conditions of the respective Subawards and take a lead role in the sub-awards monitoring and verification of award milestone achievement and payment processes. S/He will also provide overall financial and administrative support to the project as needed. This position reports to the Director of Finance and Administration (DFA) based in Dakar, Senegal.

     

    KEY RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

     

    • In collaboration with the DFA and with the support of the Global Project Administrator, manage all the phases of the project’s sub-granting processes from award through close-out, including pre-award assessments, preparing sub-award agreements, and securing internal approvals, reviewing requests for disbursement of cash requests for accuracy and compliance with the sub-agreements and monitoring and evaluating sub-grantees performance, including verification of award milestone achievement.
    • Determine capacity building needs for sub-grantees and work with various stakeholders (project leadership, programs, office of grants and contracts, finance, etc.) to design customized training packages, including post-training follow up and associated documentation.
    • Develop and execute a targeted, risk-based, compliance review and monitoring plan for sub-grantees.
    • Monitor sub-award periods and spending trends for sub-grantees and work with project teams to request and secure any modifications on a timely basis.
    • Ensure that all required sub-grantees documentation is filed in the sub-awards management Information System (Salesforce) and ensure that copies of supporting documents for sub-grantees expenses are available for audit.
    • Review monthly financial reports from the sub-grantees for compliance, accuracy, and completeness and make reimbursement requests.
    • Support sub-grantees audit process and take action to resolve findings contained in audit reports, such as cost items questioned or unresolved.
    • Prepare regular and ad hoc sub-awards management reports and analysis that are useful, efficient, and effective in supporting and informing decision making.
    • Ensure that the sub-grantees adhere to the sub-award terms and conditions.
    • Ensure effective channels of internal and external communications relating to sub-grants are established and respected.
    • Ensure the timely administration of all sub-award closeouts.
    • Provide administrative support for project implementation activities as agreed with the DFA.
    • Assist program or technical staff in developing scopes of work for consultants, contracting, partnering, and procurements.
    • Actively track and follow-up on outstanding invoices from vendors and service providers and expense reports for project staff and consultants.
    • Actively monitor the General Ledger for posting of invoices/expenses and follow-up with accounting as needed.
    • Coordinate program assistance from Shared Services.

    Required Skills Required Experience

     

    • A bachelor’s degree in Business, Accounting, Finance, Management, Auditing, Economics, or related field. A full CPA qualification and/or a master’s degree will be an added advantage.
    • A minimum of 5 years’ relevant experience in the NGO sector, preferably working on USAID-funded projects.
    • Outstanding communication skills including interpersonal communications, problem solving, strong writing skills and fluency in French and English.
    • Excellent report writing and presentation skills.
    • Detail oriented; high degree of accuracy and strong analytical skills.
    • Excellent organizational skills and ability to work independently with minimal supervision.
    • Demonstrated ability to work well in team environment with program and technical staff.
    • Ability to develop and implement training programs for multi-faceted audiences.
    • Ability to interpret funding regulations and develop implementing procedures.
    • Experience in providing technical assistance to build organizational capacity of local organizations using tools such as organizational capacity assessments.
    • In depth knowledge of United States Government grant and procurement regulations, systems, and procedures for managing complex grant programs with many partners and beneficiaries.
    • Advanced Knowledge of Excel, Word, Outlook, Business World, Salesforce, and other Microsoft Office products highly desirable.
