PATH is looking for a diligent, analytical, and highly motivated individual to work with the Primary Health Care (PHC), Health Systems Strengthening team, in New Delhi, India as part of the PATH South Asia Hub team. The candidate will have an opportunity to work and contribute to a growing portfolio of impactful work in the public health space across multiple program domains in PHC, Maternal, and Child Health, Infectious Diseases, and Health Systems Strengthening. In addition, the role would also encompass frequent collaborations with internal country offices and global teams within PATH, and external stakeholders including key donors, partners, and government agencies.
ABOUT THE PROGRAM:
In 2018, the Government of India launched an ambitious program called ‘Ayushman Bharat’ as an integrated effort toward Universal Health Coverage (UHC). One of the two components of the Ayushman Bharat is Health and Wellness Centers (HWCs), which is the key initiative for the delivery of comprehensive primary healthcare. The expanded package of services to be made available at HWCs covers a wide spectrum of health issues related to maternal, child, and adolescent health, communicable and non-communicable diseases, and mental health. Within the PHC projects to strengthen Comprehensive Primary Health Care (CPHC), PATH will work closely with State Governments to demonstrate an evidence-based and scalable model to improve access to quality primary health care. As part of the programs, PATH will undertake the following activities:
ROLES AND RESPONSIBILITIES:
Work closely with Lead HSS to roll out PATH’s primary healthcare strategy in India and South Asia and build the PHC portfolio
Plan and lead the program implementation activities for the ongoing PHC project in Satara, Maharashtra, and other PHC projects within the portfolio
Support PATH to expand the PHC program activities into other states and manage engagement with the stakeholders across these states.
Meet regularly with MoHFW, NHM, and State Government officials for smooth project management in the states and respond to the requests promptly.
Monitor the implementation of program activities by the State/ District staff.
Supervise the development of capacity-building training material for State/ District staff and healthcare functionaries based in the HWCs
Work closely with State/District staff and state government counterparts especially with the State Nodal Officer – Primary Health/ HWCs and PM-ABHIM, to implement and monitor state-specific project activities including the development of roadmaps, work plans, activities, reports, etc., particularly for PHC components.
Work with the Monitoring & Evaluation team to design indicators, and establish systems for tracking progress, and deliverables, according to agreed work plans to ensure state and donor requirements are met.
Ensure that program reports are up to date through regular supervision of data collection, reporting, and monitoring data quality
Review documentation of various activities within the PHC projects
Facilitate identification and deployment of relevant innovations/technologies within PHC settings.
Collaborate with other program leaders at PATH to ensure project deliverables are met.
Actively contribute to advocacy and awareness meetings and events at the national and state level.
Facilitate the development of financial proposals for operationalization of HWCs jointly with state officials for incorporation in the state’s NHM Program Implementation plan (PIP).
Establish an innovative ecosystem for co-designing, incubating, and testing local solutions to address key intractable barriers that impede the delivery of PHC in the states. Lead the implementation and scale-up of innovative solutions
Provide support and build the capacity of project teams in the implementation of PHC to achieve project goals.
Coordinate with state teams to ensure timely delivery of quality outputs alongside frequent reporting to Donor, State, National, and HQ teams
Perform other activities, as assigned by the supervisor to achieve organizational goals.
Facilitate project activities including training, on-site coaching, workshop planning, logistics planning, and management to ensure smooth project implementation
Required Skills Required Experience
Master’s Degree in Public Health/Public Health Management/Business Administration or related field
Minimum 8 years of relevant work experience in designing/implementing/monitoring public health programs.
Experience of working with state or national government counterparts and prior experience of working in PHC programs is desirable
Candidates with a bachelor’s in medicine, Dentistry, or AYUSH will be preferred
Technical knowledge and demonstrated experience in developing high-quality proposals, operational plans, and high-quality strategic documents for public health programs
Familiarity with the Indian health system, newer initiatives in the health sector, and relevant government policies/strategies particularly NHM, Ayushman Bharat, PM-ABHIM, 15th Finance Commission, and Ayushman Bharat Digital Mission.
Excellent written and verbal communication skills in English and fluency in Hindi
Familiarity with data management, and data analysis, along with proficiency in writing technical and programmatic documents such as training materials.
Ability to multitask and work in a multicultural environment
Ability to work collaboratively and develop productive working relationships with government counterparts, other development partners, and implementing organizations
Ability to handle a variety of assignments under the pressure of deadlines
Proficiency in computers – Microsoft Office

TRAVEL: The position requires undertaking intensive field visits to ensure the timely completion of program activities in Maharashtra or other states as needed.
