    The Center of Digital and Data Excellence (CoDE) at PATH works with government ministries of health, the private sector, and donors to strengthen the use of digital technologies and data for improved health services. Digital Square is one of CoDE’s flagship global initiatives. It is PATH-led and funded by multiple donors, including USAID and the Bill & Melinda Gates Foundation, to advance digitally enabled health services to help close the health equity gap. Conceived from the lessons of the inefficiencies and redundancies of prior investments in digital technologies for international development, Digital Square works with ministries of health to align adaptable, interoperable digital technologies with local health needs and brings partners together to improve how the global community designs, uses, and pays for digital health tools and approaches.

     

    PATH is currently recruiting for a Senior Technical Advisor for its Digital Square team. The Senior Technical Advisor for Digital Square will be seconded to the Ministry of Health (MOH) Direction des Systemes d’Information Sanitaires (DSIS) and report to the Digital Square Program Leader. The Senior Technical Advisor will work with the Technical Program Manager to provide architectural input to the design of the Community Health Enterprise Architecture, will support the ministry in oversight of the roll out of a community health care application, and will provide strategic support to the ministry in enabling its vision for digitalization of community healthcare, particularly with regards to malaria.

     

    RESPONSIBILITIES:

     

    The Digital Health Advisor will primarily serve as an expert who understands what it takes to develop, deliver, and maintain high quality digital health technologies. Partnering with MOH staff and other technology leaders, the goal is to stay current on technological advances, health benefits and risks, best practices and help the MOH to both enact and refine their current health policies and provide ongoing regulatory clarity.

     

    Specific responsibilities include, but are not limited to:

     

    • Participate in the full cycle of community health care application development from baseline assessment, implementation/roll out, and evaluation of the application at scale.
    • Identify opportunities in creating preconditions and incentives informing digital health policy proposals and ensure the enactment of the current digital health policies at work in country·
    • Provide advice, consultations, and training to MOH staff on digital health technologies, policies, and functionalities. Ensuring use of standards and globally recognized practices for:
      • data exchange
      • data privacy and security
      • enterprise architecture
    • Support the MOH through the enterprise architecture design and systems definition process for community health.
    • Advise the MOH on data use practices.

    Required Skills Required Experience

     

    • Bachelor’s degree in health informatics, information technology, public health or related field with a minimum of 10 years of relevant experience, or equivalent combination of education and experience.
    • Deep familiarity with open-source global goods and the digital health landscape.
    • Architectural experience in health information systems design and implementation with a focus on interoperability and standards.
    • Familiarity with international health standards and architectural standards including OpenHIE and HL7 FHIR.
    • Experience setting enterprise-level product visions and thinking through data standards and information exchanges across solutions.
    • Credibly articulate expertise and experience in one or more of the following:
      • introduction and scaling of digital technology in low- and middle-income countries
      • application of digital technology to strengthen health systems and services
    • Experience working remotely with diverse teams of geographically distributed employees with multiple perspectives (global coalitions, associations, or working groups) to set strategies and execute them successfully.
    • Experience in managing and being accountable for complex contracting mechanisms within the field of Digital Health and/or with large scale programs funded by bi- and/or multi-lateral donor agencies such as USAID, GIZ, the UN, and others.
    • Fluency in French required.
    • Willingness and ability to travel within Burkina Faso and regionally up to 33% of the time.

     

    PREFERRED SKILLS AND EXPERIENCE:

     

    • Advanced degree preferred.
    • Fluency in English.
    • Familiarity with IHE is an asset.
    • Experience in managing contractors through a changing donor landscape and evolving global priorities under donor awards.

     

    Must have legal authorization to work in Burkina Faso.

  • Qualifications

    REQUIREMENTS

    • Bachelor’s degree in related field
    • 2+ years experience working with social platforms including but not limited to: Google+, LinkedIn, and other current social media platforms. Advanced proficiency with Facebook, Instagram, Twitter and YouTube.
    • Experience working with paid social ad-buying platforms, third party ad-servers, and CRM data platforms including but not limited to Double-Click, Double-Verify, Salesforce, BlueKai, and Kenshoo.
    • Deep understanding of DSP’s and related platform
    • Advanced knowledge of Microsoft Excel
    • General understanding of digital advertising, digital media strategy, ad placement type, placement-level insight, and standard media metrics
    • Experience managing and coordinating efforts across various teams/offices
    • Excellent presentation skills & and attention to detail
    • Excellent verbal, written and interpersonal communication skills
    • Ability to work independently and as part of a team
    • Ability to manage multiple projects simultaneously while meeting deadlines
    • In the spirit of social marketing, must be able to work flexible hours including early mornings, nights and weekends
